MINUTES OF THE ANNUAL MEETING OF DRONFIELD TOWN COUNCIL

HELD AT DRONFIELD CIVIC HALL, DRONFIELD

ON MONDAY 11 MAY 2009

1.             Election of Town Mayor

 

Councillor Frank Higgins was nominated and seconded to be appointed to the position of Town Mayor for the Civic Year 2009/2010. No further nominations were received.

 

01/09-10 Resolved:

 

That Councillor Frank Higgins be duly elected to the position of Town Mayor for the Civic Year 2009/2010

 

The Mayor’s Declaration of Acceptance of Office.

 

Councillor Higgins then took the position of Chair and was invested with the chain of officer. He then made the following declaration:

“I, Frank Edgar Robert Higgins, having been elected to the Office of Town Mayor hereby declare that I take this office upon myself, and will duly and faithfully fulfil the duties of it according to the best of my judgement and ability. I undertake to be guided by the National Code of Local Government Conduct in the performance of my functions in that Office”. The declaration was witnessed and dated by the Proper Officer of the Council.

 

 

The Mayor’s Address to the Council upon his Appointment

 

Councillor Higgins thanked all his colleagues on the Council for bestowing the mayorship upon him and said he felt proud and honoured. He would try to fulfil all his duties and functions of the position and try to build on the retiring Mayor’s success in representing the town and its citizens.

 

Vote of thanks to the retiring Mayor.

 

The new Mayor offered a vote of thanks to the retiring Mayor, Councillor Mrs Wendy Temple and said she had done a wonderful job during her term of office in meeting so many groups and local organisations. He presented Councillor Mrs Temple with a photographic record of her year in office as a souvenir.

 

The Retiring Mayor’s Response.

 

Councillor Wendy Temple responded that it was hard to believe that it was just a year since she had accepted the office of Mayor and had enjoyed a fantastic and enjoyable year. She thanked all her colleagues for their help and support throughout the year.

 

She had met so many groups of local residents and bands on volunteers who all enhance the life of our community. She had visited so many events and functions and was proud to have represented the town in so many ways. She felt privileged to have represented the town at Chatsworth, Derby Cathedral, the NEDDC Chair’s Civic Service, the Towns Civic Service and the Towns Remembrance Parade. She was only sorry that she was unable to travel to Sindelfingen last June to attend the annual Strassenfest due to sickness.

 

She reported that The Mayor’s Appeal had collected over £6,000 and 50% of the proceeds would be donated to the local Guides with the remaining 50% divided between St John Ambulance Brigade and the First Responders.

 

She wished to thank Mike Firth of the Dronfield Eye for all the help given and offered special thanks to her husband Simon and son Richard for “sharing” the supporting role as her consort. Thanks were also given to Sainsburys for allowing a collection at their store, all her friends and colleagues who had helped at the various coffee mornings and table top sales but especially Graham and Patricia Gregory, Norma and Beryl Skelton. She also wished to thank all the staff of the Town Council and named Pam, Carol and Andy in particular for their help and support throughout the year. She finished by remarking that felt an entirely different person to the one who stood up at this time last year when accepting the honour of becoming the Town Mayor.

 

 Election of Deputy Town Mayor

 

Councillor Philip Blackburn was nominated and seconded to be appointed to the position of Deputy Town Mayor for the Civic Year 2009/2010. No further nominations were received.

 

02/09-10 Resolved:

 

That Councillor Philip Blackburn be duly elected to the position of Deputy Town Mayor for the Civic Year 2009/2010

 

Apologies for Absence.

 

03/09-10 Resolved

 

That apologies for absence from the following elected members and the reasons for their absence be received and accepted.

The Leader of the Council

 

Councillor Simon Temple was nominated and seconded to be appointed to the position of Leader of the Council for the Civic Year 2009/2010. No further nominations were received.

 

04/09-10 Resolved:

 

That Councillor Simon Temple be duly elected to the position of The Leader of the Council for the Civic Year 2009/2010

 

 

The Deputy Leader of the Council.

 

Councillor Doug Oxspring was nominated and seconded to be appointed to the position of The Deputy Leader of the Council for the Civic Year 2009/2010. No further nominations were received.

 

05/09-10 Resolved:

 

That Councillor Doug Oxspring be duly elected to the position of The Deputy Leader of the Council for the Civic Year 2009/2010

 

Representatives on Outside Bodies  

 

Members considered a schedule of elected members who sit and represent the Council on various outside bodies. Several changes were made to the representation of Liberal Democrat members but no changes were made to the Labour or Conservative list of members.

 

06/09-10 Resolved:

 

That the list of members representing the Council on various outside bodies (as per the attached listing) be received and noted.

That the outside bodies concerned be informed of any changes to the representation

 

 

Cycle of Meetings 

 

Members considered a proposed cycle of the dates and times of Council Meetings throught the forthcoming Civic Year.

 

07/09-10 Resolved:

 

That the cycle of meetings for the Civic Year 2009/2010 (as appended) be received and approved.
