MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL HELD AT GOSFORTH LODGE, CLIFFE PARK, DRONFIELD ON MONDAY 2nd JUNE 2008Present

Public Forum on Planning Matters No items of interest or concern were raised. Public Forum On General Matters Mrs Ingham and Mrs Greene both requested the Council’s support in opposing amendments to a licence for the premises previously known as the Greedy Greek Restaurant. The alterations sought were to extend licensing hours to 1.30am on Fridays and Saturdays. It was explained that the Town Council is not a statutory consultee on licensing matters and the Council are not notified of licensing applications or amendments. It was agreed that the three elected members to North East Derbyshire District Council for Dronfield South may wish to object to the proposals. The two residents claimed that an extension would lead to more noise and encourage the late night culture in a street that is allegedly 50% residential in nature. It was also agreed to request Kevin Shilitto of North East Derbyshire District Council to give a short presentation to members about licensing at a future meeting. Model Code of ConductMembers were reminded that any changes to their Declaration of Interests should be declared. Members were also advised to declare, at this point, any items of the agenda where they may consider themselves to have a particular or prejudicial interest in the matter to be conducted. 008/08-09 RESOLVED That this report be received and noted. Councillor F Higgins (Other Business) Councillor D Gage (Other Business) Youth Matters No items raised Police MattersPC James Murfin was in attendance and circulated the latest crime statistics for May 2008 for the town, which again demonstrated that serious crime is not a problem in the town. Several initiatives are ongoing regarding teenage drinking and unruly behaviour and visits have been made to local shops and off-licences seeking cooperation to combat this anti social behaviour. PC Murfin circulated a letter, which he was sending to all local stables and riding schools concerning the riding of horses on pavements, grass verges and recreation grounds and warning that prosecutions could follow if offenders are reported and caught. 010/08-09 RESOLVED That this report be received and noted. Council MinutesMembers considered the Minutes of the Ordinary Meeting of the Council held on 6th May 2008 and the Annual Meeting of the Town Council held on 12th May 2008. 011/08-09 RESOLVED 1. That the Minutes of the Ordinary Meeting of Dronfield Town Council held on 6th May 2008 be received, accepted and approved as a true record of events and that the Town Mayor be duly authorised to sign them as such. 2. That the Minutes of the Annual Meeting of Dronfield Town Council held on 12th May 2008 be received, accepted and approved as a true record of events and that the Town Mayor be duly authorised to sign them as such. Planning MattersApplications Members considered a schedule of planning applications submitted by North East Derbyshire District Council for consideration and comment. · 08/00430/CA Conservation Area Consent for the demolition of an existing flat roof carport and garage (Conservation Area (Affecting Setting of a Listed Building) at Quoit Green House, 26 Hallowes Lane. 012/08-09 RESOLVED 1. That this application be objected to, as the proposals would adversely affect the setting of this listed building and the current extension blends in well with the existing street scene and nature of the conservation area. 2. That North East Derbyshire District Council planning committee be requested to convene a site visit prior to any decision being taken. · 08/00548/FL Construction of 2 detached two storey houses with rooms in the roof space at Land To Rear Of 61 and 63 Accessed Between 59 And 61 Stubley Lane. 013/08-09 RESOLVED 1. That this proposal be objected to, as this is back-land development and the access/egress to the site is via a narrow lane leading onto a busy highway, which would exacerbate traffic hazards at this point. The proposals would not fit in with the existing street scene. 2. That North East Derbyshire District Council planning committee be requested to convene a site visit prior to any decision being reached. Planning DecisionsMembers considered a schedule of planning decisions submitted by North East Derbyshire District Council for information. 014/08-09 RESOLVED That this report be received and noted. (a) Outside Services Members were appraised of progress on how the in-house grounds maintenance regime was working and that despite one or two teething problems, all the areas are being mowed at least fortnightly. The spring/summer floral displays will be planted up over the next two weeks and all the up the pole planters have been installed and will be watered and fed as often as necessary. 015/08-09 RESOLVED That this report be received and noted. (b) Community Partnership Members were advised that the inaugural meeting of the Dronfield Community Partnership had taken place and North East Derbyshire District Council’s notes of that Meeting were circulated for information. Councillor Izzy Pryce has been elected as Vice Chair of the Dronfield Partnership. Members were also advised that it had been suggested that it may be appropriate for Unstone Parish to join the Dronfield Community Partnership as there is more synergy and affiliation between Dronfield and Unstone, subject to Unstone Parish Council wishing to do so. Other matters, which maybe considered by the Dronfield Partnership, were also discussed at being important to the town. 016/08-09 RESOLVED 1. That Dronfield Town Council has no objection to Unstone Parish being included in the Dronfield Partnership subject to Unstone Parish Council resolving its agreement to join the Dronfield Community Partnerships. 2. That the lead officer of North East Derbyshire District Council be requested to place the following two items on the agenda for the Dronfield Partnership to consider: (a) Integrated bus – rail transport in Dronfield. (b) The Callywhite Lane Regeneration Feasibility Study (c) Lea Brook Valley Volunteers Members were appraised of the progress being made by the “Green Team” in the Lea Brook Valley and that one outstanding priority was to meet Yorkshire Water and Key Land Developments to discuss proposals for the wetland area at the top of the valley. Members were advised that the meetings had been convened for 16th and 17th June 2008 to progress this matter. (d) Working Groups of the Council Members were supplied with a schedule detailing all ad hoc working groups and the member representative on each group. 017/08-09 RESOLVED 1. That this report be received and noted. 2. That the membership of the Properties Working Group should be amended to delete Councillor Wendy Temple and add Councillor Izzy Pryce. It was noted that the Town Mayor is an ex-officio member of all working groups. 3. That the Community Partnership Steering Group be now disbanded due to it being up and running with agreed parameters. (f) Land Registration Members were informed that all land and properties within the Councils ownership have now been formally registered with the Land Registry at Nottingham West. One or two anomalies have been found and will be rectified over the next few weeks following more investigations by the 018/08-09 RESOLVED That this report be received and noted. (g) Scout Council – Annual General Meeting Members were advised that an invitation to all members had been received to attend the District Scouts Annual General Meeting to be held on 17th June 2008 at 7.30pm in Wreakes Lane Headquarters. 019/08-09 RESOLVED That this report be received and noted.
