MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL HELD AT GOSFORTH LODGE, ON Present

and Mr Tony Hickinson of The residents were concerned that local children could be subjected to potential health hazards by the emission of electro – micro waves. They also expressed concern that the proposed location could present a traffic hazard due to the communications box effecting sight lines at this busy junction. The proposal is adjacent to the local conservation area and the green belt and would be visually intrusive to the street scene as it would be much higher than adjacent homes. The residents were thanked for their observations and informed that this matter would be considered by members at item 6 of the agenda. 1.1 Model Code of ConductMembers were reminded that any changes to their Declaration of Interests should be declared. Members were also advised to declare, at this point, any items of the agenda where they may consider themselves to have a particular or prejudicial interest in the matter to be conducted. 220. Councillor J Sorril (Illness) 221. RESOLVED That the information be received and accepted. Youth Matters No items raised Police Matters PC Murfin circulated the latest crime statistics for member’s information (attached). He reported that thefts from motor vehicles were very high and were the result of one local gang. The CID was investigating. Criminal damage had increased but was being detected with some culprits caught. The new CSO gave a brief report on his activities in the town. He was tackling the rowdy anti social element and was making himself known. He had previous experience in Bolsover and was now getting to know several “faces” in the town. 222. RESOLVED That the information be resolved and noted. Council Minutes Members considered the minutes of the ordinary meeting of Dronfield Town Council held on 26th March together with all the appendices (Pages 103 - 111). 223. RESOLVED That the Minutes of the meeting of Dronfield Town Council held on 26th March be accepted as a true record of events and that the Town Mayor be duly authorised to sign them as such. Planning Matters (a) Planning Applications Prior to any discussions taking place, it was explained that any member of this Council who was also a member of NEDDC Planning Committee, would not take part in any discussion or vote on any resolution affecting these applications. 224.
RESOLVED That application 07/00373/TCN 56 – Telecommunications determination for the erection of a 12.5m high replica telegraph pole mast with 3 antenna one 200mm dish antenna and associated radio equipment housing on grass verge at the junction of Ferndale Road and Eckington Road Coal Aston. Be strenuously objected to on the following grounds. That there is a general perception by local residents that such structure could be hazardous to health. That the proposed location could cause traffic hazards and affect sight lines at this busy junction. That the proposed structure would be visually intrusive in a location that is adjacent to both the local conservation area the designated green belt. That the proposed structure is not in keeping with the local street – scene being much higher than adjacent buildings. That the applicant has not offered any evidence of investigating the possibility of mast sharing with other operators. 225.
RESOLVED That application 07/00314/AD – Advertisement consent for an illuminated fascia sign (Conservation Area) at Simply Chinese At the Rock 7 Chesterfield Road, Dronfield. Be objected to because the proposed illuminated sign and its size would be incongruous in the conservation area. 226. RESOLVED That application 07/00316/FL – Demolition of existing bungalow and construction of four dwellings (one 2 storey and three 2 storey with rooms in the roof space) (Adjacent to the Conservation Area) 30 Northern Common, Dronfield Woodhouse. Be objected to because the proposal would be detrimental to the existing street scene and would constitute development close to the local conservation area and designated green belt. 227. RESOLVED That application 07/00380/CATPO – Notification of intention to fell 5 trees and prune 1 tree within Dronfield Conservation Area at Grange Croft, Church Street, Dronfield. Be objected to unless the trees in question are damaged, diseased or in a dangerous condition. (b) Planning
Decisions Members considered a schedule of planning consents and refusals submitted by North East Derbyshire District Council submitted for information. 228.

report be received and noted. Town Clerk’s Report Members considered reports of various initiatives and projects being undertaken (a)
Outside Services Members were informed that the Works Depot had been burgled and that the offices and depot had been ransacked, with much equipment and two pick-ups being stolen. Damage had also been caused to the security fencing and gates being rammed by one of the stolen vehicles to gain exit from the compound. 221. RESOLVED That this report be received and noted. That the staff concerned be thanked for handling the situation in an exemplary manner in the absence of the Town Clerk who was on annual leave at the time. (a) Waterways Project Members were informed that progress was
ongoing and that Yorkshire Water had agreed in principle to offer a “permissive
route” to the South of their property in order for the Waterways site to be
connected by a footpath to the general footpath network at 221. RESOLVED That this report be received and noted. (a)
Coal Aston Improvements Members were informed that all the agreed works of road widening, car park re-surfacing, installation of security lights and CCTV systems had been completed at Coal Aston. 221. RESOLVED That this report be received and noted. (a)
Audit of Accounts Members were informed that the District
Audit Service had confirmed that the “appointed day” for the external audit of
the Council’s accounts had been set for 221. RESOLVED That this report be received and noted. Reports of Town Council Representatives No points raised by Members. Working Groups of Members considered
the notes of the Civic Service Working Group held on 222. RESOLVED That this report be received and noted. The local Authorities (Model Code of Conduct) Order 2007 (Statutory
Instrument No 1159) Members considered the amended code of conduct and a report of the Town Clerk, which detailed some of the changes to the existing code. 223. RESOLVED That this report be received and noted. That
Dronfield Town Council formally adopts the Model Code of Conduct Order 2007 (51
No 1159) and that all elected members will sign up to the new code after it
comes into effect on That Dronfield Town Council will opt into Clause 12.2 of the Model Code, which is not mandatory for town and parish councils. Statement of Accounts for year ended Members considered
the statement of accounts for Dronfield Town Council for the year ended Members were informed that the General Fund balances had increased and were now £128,937, which is approaching the level of General Fund Reserves, recommended by the District Auditor. 224. RESOLVED That this report be received and noted. (1) That the statement of accounts
for the year ending (2) That the statement of Internal Control be received, accepted and approved and that they be duly signed as such by the Town Mayor and Town Clerk.
