Police Matters

 

PC Murfin and Inspector Fitzpatrick attended for this item.  PC Murfin distributed the latest crime statistics for last month (appended)

 

Inspector Fitzpatrick then gave a wider overview of crime statistics for Beat 340 (Dronfield)

 

He stated that whilst crime in general was up by 2%, the crimes per 1000 resident figures for Dronfield were very encouraging.

He reported that the local police were raising visibility by more foot patrols and that a new dedicated Community Support Officer was now patrolling Dronfield.

 

Crime and Disorder was been tackled by special operations involving uniformed and plain clothed police officers with a remit to see that criminal damage is reduced and offenders caught.

 

Alcohol Problems were being addressed with more and more confiscation of alcohol from young people on the streets and retailers warned that licences would be revoked if evidence was produced that they were selling the persons under the age of 18.

 

Crime and Disorder & Criminal Damage - Police are now more pro-active and “nuisance” letters to parents are now hand delivered with relevant advice.

 

Inspector Fitzpatrick was thanked for his useful contribution.

 

181.            RESOLVED   That this report be received and noted.

 

That Inspector Fitzpatrick and his Crime Reduction Officer be invited to attend the next meeting of the Properties Working Group to discuss various matters of concern regarding crime and disorder and measures to combat it.

 

Council Minutes

 

Members considered the minutes of the ordinary meeting of Dronfield Town Council held on 5th February together with all the appendices (Pages 82 – 88).

 

182.            RESOLVED

 

That the Minutes of the meeting of Dronfield Town Council held on 5th February be accepted as a true record of events and that the Town Mayor be duly authorised to sign them as such.

 

Planning Matters

 

Prior to consideration of any applications, Councillors S Temple and F Higgins left the meeting and did not therefore participate in discussing or voting on any applications.

 

Members then considered a schedule of planning applications submitted by North East Derbyshire District Council for comment.

 

Councillor Mrs Smith declared a personal interest in one application and left the meeting prior to it being considered so did not therefore vote on it.

 

Application 07/00114/FL – Construction of a two-storey side extension to form a garage with bedroom and bathrooms above and rear conservatory extension (Conservation Area).

 

183.            RESOLVED

 

That the above application be strenuously objected to on the following grounds.

 

·                    The proposed development is not in keeping with the existing street scene, the extension being twice as large as existing property.

 

·                    The proposal could result in access problems to and from the property causing traffic hazards.

 

·                    The proposed would lead to over development of the Conservation Area.

 

Planning Decisions

 

Members considered a schedule of planning consents and refusals submitted by North East Derbyshire District Council submitted for information.

Town Clerk’s Report

 

Members considered a report of various initiatives and projects being undertaken.

 

(a)                  Civic Hall

 

Members considered a report concerning certain problems that had arisen with access rights during the re-development of the Health Centre.  Members were informed that a joint meeting between Matrix (DCH) Ltd, The PCT and GP’s involved had reached a compromise solution that would not cause delays to the project.

(a)                  Outside Services

 

Members were informed of on going tasks and duties being carried out by outside services staff.  Members were also reminded that the police inspector had been requested to attend a meeting of the Properties Working Group to consider recently installed security lighting along the Lea Brook Valley.

183.    That the matter of security/street lighting be referred to a future meeting of the Properties Working Group and involve Inspector Fitzpatrick and his Crime Reduction Officer.

 

(c)                Park Avenue – Street Lighting

 

Members considered a letter from Derbyshire County Council asking if this Council would take over the maintenance and energy liabilities for street lighting in Park Avenue.

 

181.            RESOLVED

 

That Derbyshire County Council be informed that Dronfield Town Council do NOT wish to accept responsibility for the maintenance of the street lighting along the private road named Park Avenue.

 

(c)                Town Twinning Matters

 

(i) Members were informed of an international swimming gala, involving all six of Sindelfengen partners, scheduled to take place on 15th – 17th June 2007 in Sindelfingen. The event will be for boys and girls aged 13 – 16 and the team should consist of between eight and twelve participants plus coaches and trainers.  Accommodation will be provided by Sindelfingen Council.

 

181.            RESOLVED

 

That the Sports Development Officer of North East Derbyshire County Council be contacted and requested to liase with Dronfield Town Council with a view to organising a team to attend Sindelfingen for this event.

 

(ii) Citizens Visit (13th – 16th September 2007)

 

Members were informed that a citizen’s visit of thirty residents of Sindelfingen would visit Dronfield in September.  Members considered a request that the Oberburgermeister and a civic party of three or four officials could accompany the residents.

 

182.            RESOLVED

 

That Dronfield Town Council issue a formal invitation to Herr Vohringer (the Oberburgermeister) along with three or four civic officials to visit Dronfield in September 2007 to coincide with the Citizens Visit organised by ISPAS.

 

 

(c)                Lease of Land - BMX Track

 

Members were informed that the lease between North East Derbyshire District Council and Dronfield Town Council for the land at Chesterfield Road (BMX Track) had been signed and sealed by the Town Clerk and the Town Mayor.

 

181.            RESOLVED

 

That the actions of the Town Mayor and Town Clerk in signing the lease for land on Chesterfield Road by endorsed and approved.

 

 

(c)                Development at Gosforth School Site

 

Members considered a letter from North East Derbyshire District Council suggesting that funding for play area equipment may be forthcoming from the housing developer at the Gosforth Site and had suggested that an extensive upgrade of facilities at Sindelfingen Park may be an appropriate use of such grant.

 

181.            RESOLVED   

 

That North East Derbyshire County Council be informed Dronfield Town Council wish for any Section 106 funding be utilised to upgrade and renew the play area at Sindelfingen Park and that North East Derbyshire District Council be requested to inform Dronfield Town Council the likely amount of funding which will be available for recreational purposes.

 

(c)                Publications Received

 

Members considered a list of publications received which are available for viewing at the Councils Offices.

(d)                Working Groups of Dronfield Town Council

 

Members considered the notes of the Properties Working Group held on 14th February 2007.

 

(e)                Waterways Project

 

Members considered progress to date and were informed that Phase 1 was now almost complete.  A detailed costing would be submitted for the works completed to date.

 

Phase 2 was considered whereby the creation of the ‘wildlife pond’ would be undertaken by building bunds or banks and lining the interior with a strong BUTYL liner. The footpath extension to Unstone was discussed and it was agreed to consult Yorkshire Water with a view to creating a footpath along the northern perimeter of their land to join up with existing footpath network at Half Acre Lane.

 

Notice boards and interpretation boards would be commissioned by Groundwork Cresswell and installed on site.

 

Phase 3 – Links to Mill Lane were considered and members were kept informed of the difficulties being encountered concerning access across the adjoining field.

(c)                Coal Aston Improvements

 

Members were informed that Coal Aston Village Hall Management Committee have now pledged a sum of £3,000 towards the cost of security/street lighting and CCTV to the Coal Aston car park and access drive.

 

During discussions, it was agreed that the access road (Birches Lane) be repaired and resurfaced together with the installation of a 1.2 metre wide footpath from the Village Hall to the car park.

 

It was agreed that quotations for this work be sought and reported to the next meeting of Council for consideration.

(c)                Verbal Report of Properties Working Group held on Friday 2nd March 2007

 

The Chair of the Properties Working Group gave a verbal briefing of a meeting held between members and the BMX bikers.

 

This will be the first “legal” BMX track in the area and the youths concerned were grateful for this opportunity.  They would carry out most of the work in developing the track and jumps.  When Groundwork Cresswell restart work on the adjacent project, JCB and diggers will be utilised to level and the scrape the top surface of course grass from the site which can be stacked and used as the base for the creation of further jumps etc.

 

It was agreed that Health & Safety issues were important and it was reported that a risk assessment exercise had been carried out by the Town Clerk in line with the Council’s insurer’s requirements.

 

The Council will provide relevant signs:

 

·                    Under 10’s to be supervised by responsible adult

·                    Protective gear to be worn at all times

·                    Use of facility at bikers own risk

·                    Emergency telephone number clearly visible

·                    No glass or bottles to be taken on site

·                    No motor cycles or quad bikes allowed

 

Some minimal costs would be incurred by the Council to assist this project to succeed.

Members considered a schedule of payments in the amount of £66,884.26 for the month of January 2007 drawn on the Council’s No 1 Account.

That the schedule of payments in the amount of £66,884.26 for the month of January 2007 be received accepted and approved.

 

(c)                Schedule of Receipts

 

Members considered a schedule of receipts on the amount of £20,913.06 for the month of January 2007 and paid into the Council’s No 2 deposit account.

That schedule of receipts for January 2007 in the amount of £20,913.06 be received, accepted and approved.

 

(o)                Public Forum

 

Mr P Millington of Fanshawe Bank and M E Griffin of Grange Croft addressed the Council and expressed concern over the installation of security/street lighting along Lea Brook Valley footpath.  They questioned why no apparent consultation had taken place prior to installation.  They both reported that incidents of crime and anti social behaviour had increased since the lights were installed and that their properties were being subjected to criminal damage by gangs of youths.

 

The residents were informed that the Lea Brook Valley improvements were comprised in the Council’s Heart of Dronfield initiative which had been widely circulated and several consultation meetings held together with questionnaires etc.  The matter of criminal damage is for the police to investigate but it is well known that these youths “move around the town” from area to area.  The residents were informed that this matter had been referred to the Properties Working Group which would involve the local police inspector and his Crime Reduction Officer and that the residents involved would be notified of such meeting and invited to the site visit at Lea Brook Valley.

 

(p)                Exclusion of Public and Press

 

181.            RESOLVED

 

That the public and press be now excluded from the meeting during the discussion of the following item of business to avoid the disclosure to them of exempt information as defined in Part 1 of Schedule 12A to the Local Government Act 1972 (as amended by the Freedom of Information Act (2004).

 

 

(o)                Quotations for Improvements at Coal Aston Car Park

 

Members considered a confidential report regarding quotations sought for the improvements at Coal Aston, which will involve the resurfacing of the car park, the widening and creation of a footpath on Birches Lane and the installation of security/street lighting and CCTV cameras on the site to offer greater safety and security for the users of both Coal Aston Village Hall and the recreational facilities at Coal Aston.

 

(p)                Coal Aston Car Park

 

Members were informed that three quotations for the work had been received.

 

181.            RESOLVED   

 

 

(a)           That the expenditure on plant, vehicles and equipment for the current financial year be vired from the balance of the Public Works Loan receipt.

 

(b)          That Gary Fletcher Surfacing Limited be awarded a contract in the amount of £11,833 to

 

·               Sweep the existing car park to remove all loose limestone chippings

·               Apply one coat of bitumous emulsion

·               Supply and lay an average 30mm deep coat of 10mm stone mastic asphalt to the whole surface, which measures 2,332 square metres at Coal Aston Recreation Car Park

 

 

(c)                Improvement at Birches Lane and installation of lighting and CCTV equipment.

 

Members were informed that quotations had been sought for the improvements to Birches Lane, electric and CCTV cable trenching and ducting under a newly created footpath alongside Birches Lane.

 

181.            RESOLVED

 

That Gary Fletcher be awarded a contract in the amount of £5,759 plus VAT to carry out the following specification

 

·                       Excavate soil area to Left Hand side of Birches Lane (300mm wide by 250mm deep) to widen the lane.

 

·                       Excavate Right Hand side to form new footway

 

·                       Supply and lay 900 x 125 x 225 kerbs bed and haunch in concrete (60mts)

 

·                       Supply and lay 150 x 50 x 900 edgings (60mts)

 

 

(o)                Street Lighting at Coal Aston

 

Members were informed that the trenching and ducting requirements are covered in the above contract, Dronfield Town Council had lamp posts in stock and would be installed by Dronfield Town Council staff and the electric cables, CCTV equipment will be acquired from the Council’s usual approved suppliers.

 

Coal Aston Village Hall Management Committee had agreed to part fund the provision of lights and added CCTV equipment to a total of £3,000 or 50% of the cost whichever is higher.

 

181.            RESOLVED

 

1)     That Dronfield Town Council graciously accept the offer of £3,000 or 50% of the total cost, whichever is greater, from Coal Aston Village Hall Management Committee as part contribution to installing security/street lighting to Birches Lane and the Coal Aston car park.
