HELD AT GOSFORTH LODGE, CLIFFE PARK, DRONFIELD

ON MONDAY 8 JANUARY 2007 AT 7.30 pm

Due to the absence of the Town Mayor (Councillor Mrs K Marr) the Deputy Town Mayor (Councillor T Furniss) took the chair.

Youth Matters

 

Members enquired about the progress of the BMX track at Chesterfield Road and it was explained that Dronfield Town Council were awaiting the final lease details from North East Derbyshire District Council which was expected within the next two weeks.

Police Matters

 

The Community officer supplied statistical data for the month of December 2006 and it was noted that the crime rates were still low and that a more positive aspect is that ACTIONS are now shown on the schedule.

 

The Constable reported that additional foot patrols were now being used in the town, particularly at known trouble spots.  The Community Support Officers were now being utilised in the town and will help alleviate some of the anti social behaviour taking place.

Council Minutes

 

Members considered the Minutes of the meeting of Dronfield Town Council held on Monday 4 December 2006 (Pages 63 – 70).

That these Minutes be received and accepted as a true record of events and that the Town Mayor be duly authorised to sign them as such.

 

 

Planning Matters

 

Councillors T Furniss, F Higgins and S Temple left the meeting at this point so did not therefore comment upon any applications for consideration by Members.

 

Councillor D Hill took the chair for this item of the agenda.

 

 

Planning Applications

 

Members considered a schedule of planning applications submitted by North East Derbyshire District Council for comment.

 

144.                RESOLVED

 

That this Council request North East Derbyshire District Council to convene a site visit prior to any decision being made on application 06/01473/FL for the construction of a two storey medical centre and a three storey building providing healthcare units at ground level with 8 flats above with associated car parking areas (Major Development) at the Dronfield School (Gosforth site) on Stubley Lane.

 

Councillor T Furniss resumed the chairmanship of the meeting.

 

 

Planning Decisions

 

Members considered a schedule of planning consents and refusals submitted by North East Derbyshire District  Council submitted for information.

Planning Appeal

 

Members considered correspondence from the Planning Inspectorate informing that the appeal by a resident of Morley Close against a decision by North East District Council for a new double garage attached to an existing garage had been dismissed.

Members considered a reports of various initiatives and projects being undertaken.

Energy & Utilities Provision

 

Members considered this report on alternative suppliers that would create substantial savings on energy costs.

Proposed Railway Communication System

 

Members were made aware that Network Rail now intend to install a 29 metre communications mast at Half Acre Lane and not at Dronfield Station as previously intended.

NEDDC – Tree Preservation Order No 251

 

Members were informed that TPO 251 (Trees at Northern Common) has now been confirmed by North East District Council.

Severn Trent Water (Response)

 

Members considered a letter from Severn Trent Water in answer to the Council’s concerns regarding an incident on 29 October 2006 when water supplies were cut off for a long period.

Coal Aston Bowling Club

 

Members considered a request from Coal Aston Bowling Club for permission to use the green on Thursday afternoons for a ladies league to be formed.

 

152.                RESOLVED

 

That Coal Aston Bowling Club be granted permission to hold league matches on Thursday afternoons with the usual proviso that the general public retain access for casual bowls games.

 

 

Coal Aston – Car Park Lighting

 

Members considered a letter from Coal Aston Village Hall Committee requesting the Council to consider the installation of street lighting on the car park adjacent to the Village Hall and also the access road.  Coal Aston Village Hall Committee also expressed willingness to making a contribution towards the cost of such installations.

 

153.                RESOLVED

 

That a  decision regarding the matter of Coal Aston car park and associated lighting be deferred pending a meeting being convened with Coal Aston Village Hall Management Committee to discuss the proposals in more detail

 

 

Reorganisation of Probation Services

 

Members considered a letter from the Chief Executive of Derbyshire County Council concerning the above matter.

 

The proposals would entail the loss of local accountability, the loss of a valuable local partner and an important local service would get a regional commissioning regime in its place.

 

154.                RESOLVED

 

That this Council fully supports the views of the Chief Executive of Derbyshire County Council and that the Town Clerk write to the Right Honourable John Reid, Home Secretary and our MP Ms Natasha Engel expressing the Council’s View.

Reports of Town Council Representatives

 

No points raised by Members.

 

 

Working Groups of Dronfield Town Council

 

Councillor E Hodd declared a personal interest in one of the applications and did not therefore take part in any discussion or vote on the following matter.

 

Members considered the notes and recommendations of the Awards Panel meeting held on 15 December 2006.

 

The Panel members had considered applications from several groups and organisations and had appraised each application under the Council’s policy for grant aid together with Section 137 legislation as defined by the 1972 Local Government Act.

 

156.                RESOLVED

 

(a)                That Safe@Last be awarded a grant of £60.

(b)                That Dronfield Horticultural Society be awarded free use of the Civic Hall for their annual Horticultural Show held each autumn.

(c)                That the Jubilate Singers be awarded a grant of £50.

(d)                That the North Derbyshire Forum for Mental Health Carers be awarded a grant of £250.

(e)                That Childline Midlands be awarded a grant of £380, which will fund counselling for ten local children.

(f)                  That the Derbyshire Coalition for Inclusive Living be awarded a grant of £100.

(g)                That the Dronfield and District Visually Impaired Group be awarded a grant of £100.

(h)                That St John’s Church (Spire Renovations) not be awarded a grant because the application does not meet the S.137 criteria and policy agreed by this Council.

(i)                  That Derbyshire Children’s Holiday Centre not be awarded a grant because the application does not meet the S.137 criteria and policy as agreed by this Council.

(j)                  That Dronfield Station Action Group be awarded a grant of £300 as a pump priming measure to assist them to meet their objectives.  Expenses and costs will be met and paid by Dronfield Town Council up to the £300 limit.

 

 

Budget Proposals

 

Members considered a report of the Town Clerk which gave detailed estimates of the anticipated out-turn figures for 2006/2007 and the proposals for the budget for the financial year of 2007/2008.

 

Members considered the two spreadsheets that summarised the proposed budgets for each head of expenditure and income.

 

Members were informed that the proposals allowed for another increase in the General Reserve Fund which would increase to a more acceptable level of £114,232 at 31 March 2008.

 

141.                RESOLVED 

 

(1)                That this report be received and noted.

 

(2)                That the precept to be levied on households in Dronfield to meet Dronfield Town Council requirements be set at a stand-still figure of £695,250 for the financial year of 2007/2008

 

(3)                That North East Derbyshire District Council be notified of the Council’s budget precept as soon as practicable.

 

(4)                That the charges for Dronfield Town Council facilities be increased as per the attached schedule from 1st April 2007 and that the charges for use of the Internet facilities within Gosforth Lodge be removed and that all users be offered free access with time constraints at busy times.

Members considered a schedule of payments in the amount of £44,689.17 for the month of November 2006 drawn on the Council’s No 1 Account.

Schedule of Receipts

 

Members considered a schedule of receipts on the amount of £37,621.56 for the month of November 2006 and paid into the Council’s No 2 deposit account.

Free Film Show – Civic Hall

 

Members considered a report that a free film showing of Al Gore’s film ‘An Inconvenient Truth’ be staged in Dronfield Civic Hall at 7.30pm on Sunday 11 February 2007.  Tickets for this outstanding film concerning global warming and climate change would be offered to all groups, local organisations and residents free of charge.

That Dronfield Civic Hall be used to stage a free film show of ‘An Inconvenient Truth’ on Sunday 11 February 2007 and that leaflets and posters be widely distributed advertising this free film show.
