Police Matters

 

(1)                General

 

PC Dave Crooks was in attendance for this item and had circulated crime statistics for the previous month.  He reported that Dronfield will get its own dedicated community support officer during this current financial year and that three new Special Constables had been patrolling in Dronfield to combat the spate of anti-social behaviour and nuisance problems.

 

He responded to questions that patrols were keeping an eye on Lea Brook Valley where criminal damage had been reported.  He also said he would investigate the problem of speeding vehicles on Eckington Road, Coal Aston and see whether it may be appropriate for hand held radar patrols to be sent there.  He stated that the area around the Pentland Road shops was one of the local hotspots where extra patrols were being deployed.

Council Minutes – 6th November 2006

 

Members considered the Minutes of the meeting of Dronfield Town Council held on 6th November 2006.

 

123.           RESOLVED 

 

That these Minutes be received and approved as a true record of events and that the Town Mayor be duly authorised to sign them as such.

 

 

Planning Matters

 

Councillors T Furniss, F Higgins, D Hill and S Temple all left the meeting prior to any discussions on planning applications and did not, therefore, take part in those discussions or vote thereon.

 

(1)                Planning Applications

 

Members considered a schedule of planning applications submitted by North East Derbyshire District Council for comment.

 

121.           RESOLVED

 

That application 06/01223/FL for the construction of sixteen elderly persons’ sheltered accommodation flats with car parking in association with existing care home at Meadow Grange Nursing Home on Holmesfield Road.  (Major development/ departure from Development Plan/Conservation Area). 

 

This application be objected to on the following grounds.

 

·                     The proposal is a significant departure from the approved Development Plan for the area.

·                     The site is on a narrow dangerous bend and would exacerbate traffic hazards at that location.

·                     The site is within the Conservation Area and would not be in keeping with the local environment.

·                     The site may possibly be in the green belt or closely adjacent and this Council’s policy is to object to commercial development within the designated green belt.

 

127.           RESOLVED

 

That application 06/01313/TCN56 for telecommunications determination for the installation of one additional antenna on existing tower and one additional equipment cabinet in existing equipment compound for O2 UK Ltd at Birchin Lee Nurseries on Holmesfield Road be objected to on the following grounds.

 

·                     The structures may have hazardous effects on local residents and could create long-term health problems.

 

 

128.           RESOLVED

 

That application 06/01325/FL for change of use of retail unit (A1) to hot food takeaway (A5) at 65 Holmesdale Road be objected to on the following grounds.

 

·                     The proposals could create additional traffic and noise pollution within a predominantly residential housing development.

·                     The proposal could lead to noise and litter pollution at unsocial hours.

·                     That the area is quickly becoming saturated with hot food outlets to the detriment of local residents.

 

Planning Decisions

 

Members considered a schedule of planning decisions supplied by North East Derbyshire District Council for information.

Town Clerk’s Report

 

Members considered reports of various initiatives and projects being undertaken.

 

(1)                Outside Services         

 

Members were appraised of the ongoing tasks being undertaken by Dronfield Town Council staff and that the ‘Lights Switch-on’ on Friday, 1st December 2006 had been very well organised and had received the best attendance for several years.

(2)                Salt and Grit Bins

 

Members were informed that Dronfield Town Council staff will now service and replenish all grit bins in Dronfield following an agreement between Derbyshire County Council and Dronfield Town Council whereby Derbyshire County Council will provide forty tons of salt/grit and Dronfield Town Council staff will service all the bins (including those owned by Derbyshire County Council).

 

Members commented that this was a good example of effective partnership working and showed how a good Quality Council should operate.

(3)        Dronfield Eye (Yearbook)

 

Members were appraised of the next issue of the Dronfield Eye which will be an enlarged edition comprising a year book of information together with a large calendar pull-out.  Dronfield Town Council amenities and facilities will be well publicised with several articles promoting the work and effectiveness of the Town Council.

(4)                Dronfield Station Action Group

 

Members were brought up to date with recent progress, and that a survey/ questionnaire was currently being circulated to enhance the group’s objectives.  Our local MP continued to offer support and patronage.

Members considered a schedule of payments in the amount of £52,760.11 for the month of October drawn on the Council’s No 1 account.

Members considered a schedule of receipts in the amount of £37,495.26 for the month of October 2006 and paid into the Council’s No 2 account.

Public Forum

 

Residents of Eskdale Close reported that officers of Derbyshire County Council had now visited the site with a view to closing off the steps and path.  It was thought that Derbyshire County Council had now to approve funding for the works to be agreed and completed.  Several instances of anti-social behaviour had taken place and the police had attended.

 

Residents expressed their gratitude to both the police and Dronfield Town Council for their help and support in getting this matter resolved.
