    Minutes of the Meeting of Dronfield Town Council held on 6th February 2006

    Members considered the Minutes of the Meeting of Dronfield Town Council held on Monday, 6th February 2006.

  4. That the Minutes of the Meeting held on 6th February 2006 be received, approved and accepted as a true record of events and that the Town Mayor be duly authorised to sign them as such.

    Planning Matters

    Prior to any discussion taking place, Councillors T Furniss and F Higgins left the meeting and did not speak, or vote, on any matter under consideration.

That Standing Orders be suspended in order to allow a member of the public to address the meeting concerning an application to be considered.

Application 06/00056/FL – Laying out of two all-weather pitches with associated lighting at The Akadamy on Callywhite Lane

Mr Hardcastle stated that there had been one hundred and two objectors to this proposal and was gratified that the Council had objected to the previous application. He expressed concern that this amended application contained a letter addressing four issues that had previously been the subject of objection, but could not obtain details of the agent’s proposals to alleviate the concern of local residents.

Members then considered a schedule of applications submitted by North East Derbyshire District Council for comment.

 

  1. Application 06/00056/FL – Laying out of two all-weather pitches with associated lighting at The Akadamy on Callywhite Lane

  1. RESOLVED
  2. That this Council reiterate its objections, namely over commercialisation in, or adjacent to, the green belt, visual pollution from floodlighting that could endanger indigenous wildlife in the adjacent area of natural beauty, and also to add the possibility of noise pollution from the pitches for residents living nearby.

    1. Application 06/00087/FL – Change of use of shop (A1) to sale of bakery products, confectionery and hot food takeaway (A5) at 52 Hartington Road

    Members expressed concern that this area was being over-run with hot food takeaways and the resulting litter and smell pollution that they engendered.

  4. That Dronfield Town Council object to this proposal due to the smell and litter pollution that could result.

    Members considered a schedule of planning decisions reached by North East Derbyshire District Council and distributed for information.

Members considered a report concerning a replacement vehicle, the finding of which was agreed in the budget report of January 2006.

That the Clerk’s actions be approved in ordering a Ford Transit Pick Up (MWB) with tipper, 03 plated at a cost price of £10350 plus VAT from Chesterfield Van brokers.

Working Groups of Dronfield Town Council

Members considered notes of the following.

  1. Properties Working Group held on 23rd February 2006 containing a detailed report of the

    • Footpath in Jubilee Park.

That this report be received and noted.

  1. Members considered the notes of the Grants Awards Panel held on 24th February 2006 concerning applications for grant aid under Section 137 of the Local Government Act 1972.

    1. RESOLVED

  1. That the Crafty Group be granted an award of £250 under Section 137 of the Local Government Act 1972 and that the Council offere this group free use of Gosforth Lodge for a period of six months in order for them to become established and fulfil their objectives.
  2. That the Derbyshire Coalition for Inclusive Living be awarded a grant of £150 under Section 137 of the Local Government Act 1972.
  3. That the Dronfield District Visually Impaired Group be awarded a grant of £100 under Section 137 of the Local Government Act 1972.
  4. That the First Responders be awarded a grant of £250 under Section 137 of the Local Government Act 1972.
  5. That the Rotary Walks Group be awarded a grant of £200 under Section 137 of the Local Government Act 1972.
  6. That the St Andrews Over 60’s Club be awarded a grant of £100 under Section 137 of the Local Government Act 1972.
  7. That the Town Twinning Federation be awarded a grant of £150 under Section 137 of the Local Government Act 1972.
  8. That Dronfield Horticultural Society be awarded a grant of £100 under Section137 of the Local Government Act 1972 and that the Council offer this Society free use of the Civic Hall on the three days that the Horticultural Show is staged.
  9. That Victims Support be awarded a grant of £150 under Section 137 of the Local Government Act 1972.
  10. That Vitalise (formerly Winged Fellowship) be awarded a grant of £150 under Section 137 of the Local Government Act 1972.

 

Schedule of Payments

Members considered a schedule of payments in the amount of £94,929.45 for the month of January 2006 and drawn on the Council’s No 1 account.

    2. That the schedule of payments in the amount of £94,929.45 for the month of January 2006 be received, accepted and approved.

       

      Schedule of Receipts

      Members considered a schedule of receipts in the amount of £22,351.16 for the month of January 2006 paid into the Council’s No 2 account.

That the schedule of receipts in the amount of £22,351.16 for January 2006 be received, approved and accepted.

 

Public Forum

Mr Hardcastle re-affirmed his concerns about not being informed properly of amended details being put forward some nineteen days into the twenty-one days allowed to make representations. He requested that Dronfield Town Council submit a letter to North East Derbyshire District Council expressing similar concern.
