MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL HELD AT GOSFORTH LODGE, CLIFFE PARK, DRONFIELD ON MONDAY 7th NOVEMBER 2005 AT 7.30 pm

That apologies be received and accepted from the following Members for the reasons stated.
Youth Matters None Raised Police Matters PC Mick Jones attended for this part of the meeting and verbally presented crime statistics for the preceding month. The overall comparison of all crimes was that the recorded crimes last year was 82 and this had fallen this year to 72. Car crime was the only figure to show a slight increase over last year but PC Jones stated that extra patrols had been set up to monitor these crimes and to catch culprits. He reported that a second serious assault had taken place in the Pentland Road area and was being investigated. He further reported that Anti Social Behaviour Order’s had been granted to certain regular offenders over the past few weeks so incidents of anti-social behaviour may now reduce as a result of these actions.
That this report be received and noted. Council Minutes That the Minutes of Dronfield Town Council for 3 October 2005 (pages 39 – 44) be received and approved as a true record of events and that the Town Mayor be duly authorised to sign them as such. Planning Matters
Prior to discussions, Councillor Furniss and Councillor S Temple left the meeting so did not take part in any discussions or vote on any matter under discussion. Members considered a schedule of planning applications submitted by North East Derbyshire District Council for comment.
Members expressed concern that the development was not in accordance with the Local Plan. They also expressed some concern over the loss of some industry but welcomed the initiative to provide much needed affordable housing in the town. Members expressed concern once again about the loss of industry in the town.

Members considered a schedule of planning decisions submitted by North East Derbyshire District Council for information. Members expressed pleasure in noting that the application for a telecommunication mast adjacent to the Talbot Arms had been refused.

Members considered a notice of a planning appeal against a decision by North East Derbyshire District Council concerning the construction of 14 dwellings at Gomersal Farm.
That this Council reiterate its former objections to this development and notify the Planning Inspectorate accordingly. Model Code of Conduct Members were reminded that they must register any changes to their Declaration of Interest, details of which were given in the NALC leaflet contained at agenda item 14 of the Town Council agenda for the meeting held on 4th March 2002. Town Clerk’s Report Members considered a report of the Town Council concerning various projects and initiatives in the town.
That Members expressed their appreciation to the Volunteers and the cooperation of Dronfield Town Council Staff for the sterling work carried out in the Lea Brook Valley. Members then considered a progress report on the improvements to Stonelow Pavilion.

That these be received and noted. Reports from Dronfield Town Council Representatives and other information No matters raised. Working Groups of Dronfield Town Council Members considered the notes of the Best Value Working Group on 19th October 2005. Members noted the Best Value Review Panels to be set up to review Cliffe Park during this current year. That in addition to the agreed membership of the Review Panel of Councillor M Emmens, Brader and Pryce the Town Mayor, Councillor Baxter and Councillor Mrs W Temple should sit as members of this Review Panel due to the complexity and wide ranging implications of such a review.
Courses and Conferences Members considered a schedule of courses and conference notified. That these schedules be received and noted. Schedule of Payments – September 2005 Members considered a schedule of payments for September 2005 in the amount of £79,853.84 drawn on the Council’s No 1 Account. That the schedule of payments on the amount of £79,853.84 be received noted and approved. Schedule of Receipts – September 2005 Members considered a schedule of receipts for September 2005 in the amount of £23,918.37 paid into the Council’s No 2 Account. That the schedule of receipts in the amount of £23,918.37 be received noted and approved. Public Forum No issues raised by members of the public. Exclusion of Public and Press That the public be now excluded from the meeting during the discussion of the following items of business to avoid the disclosure to them of exempt information as defined in Part 1 of Schedule 12A to the Local Government Act 1972 (as amended by the Freedom of Information Act (2004). Staffing Matters Members considered a report of the Town Clerk concerning the additional responsibilities and the complexity of the tasks undertaken by one member of the office staff. That Mrs Pamela Barker be re-graded from salary point 13 to point 17 of the current scale due to the additional responsibilities and complexity of the tasks undertaken by her.
