MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL HELD ON TUESDAY 3rd MAY 2005 AT 7.30 pm IN GOSFORTH LODGE, CLIFFE PARK, DRONFIELD

Youth Matters None raised.
Police Matters The police were not in attendance and no crime statistics had been received for Members’ attention. Members raised the following concerns.
It was explained that due to improved lighting and CCTV within Cliffe Park, incidences of damage and anti-social behaviour were much reduced, but should a problem with under-age drinkers happen, then the police would be notified immediately for action to be taken.
That this report be received and noted.
Minutes of Dronfield Town Council Members considered a copy of the Minutes of the meeting of Dronfield Town Council held on 4th April 2005 (Pages 105 – 111). That the Minutes of the meeting of Dronfield Town Council held on 4th April 2005 be received, accepted and approved as a true record of events and that the Town Mayor be duly authorised to sign them as such.
Planning Matters Prior to any discussion taking place, Councillors Mrs W Temple and T Furniss left the meeting and did not speak or vote on any application under consideration.
Members considered a schedule of planning applications submitted by North East Derbyshire District Council.
That the schedule of planning applications be received and noted.
Members considered a schedule of planning decisions submitted by North East Derbyshire District Council for comment and information.
That the schedule be received and noted.
Model Code of Conduct Members were reminded that they must register any changes to their Declaration of Interest, details of which were given in the NALC leaflet contained at agenda item 14 of the Town Council agenda for the meeting held on 4th March 2002.
Town Clerk’s Report Members considered a report of the Town Clerk on the following matters.
Progress on projects and ongoing tasks and duties. That the information be received and noted. Report on progress of building works in Cliffe Park.
That the information be received and noted.
Members considered a report from the Standards Board for England concerning a review of the Code of Conduct.
That the information be received and noted.
Members considered a schedule from North East Derbyshire District Council concerning usage of the Council’s cricket pitches for the forthcoming season and the allocation of teams.
That the information be received and noted.
Members considered correspondence requesting the use of Cliffe Park for the RSPCA’s annual dog show.
That the Chesterfield and North Derbyshire Branch of the RSPCA be granted permission to hold their annual Dog Show in Cliffe Park on Sunday 12 June provided no outside caterers or ice cream vendors are invited into the park during the duration of the show.
Members considered correspondence from the Divisional Community Punishment Officer concerning types of works and duties, which could be undertaken by offenders.
Members were informed that booklets and a full report of a proposed review had been received, and the full report was available at the Council Office.

Statement of Accounts to 31st March 2005 Members considered a statement of accounts for the year ended 31st March 2005 and a brief summary by the Town Clerk.
Reports from Dronfield Town Council Representatives It was reported by the Chairperson of the Road Safety Working Group that Derbyshire County Council were shortly to begin consultation with local residents and groups concerning traffic calming measures on Green Lane and Snape Hill Lane. Schedule of Payments (Appendix 2) Members considered a schedule of payments for the month of March 2005 in the amount of £81,988.93 drawn from the Council’s No 1 account.
That the schedule of payments for March 2005 in the amount of £81,988.83 be received and approved.
Schedule of Receipts (Appendix 3) Members considered a schedule of receipts for March 2005 in the amount of £15,352.28 paid into the Council’s No 2 account. That the schedule of receipts for March 2005 in the amount of £15,352.28 be received and approved.
Public Forum Mr Robert Hardcastle spoke in support of a suitable memorial for Mr David Salt. He then expressed personal views concerning the recent public inquiry concerning the North East Derbyshire District Council’s Local Plan proposals. It was explained to Mr Hardcastle that this item was on the agenda of the last meeting of the Council whereby it had been resolved to receive and note the contents. Mr Hardcastle then expressed concern about how his views and comments were being received. Mr Jock McKeay expressed his views regarding bumps and potholes in the local highway but was reassured that all complaints received by local County Council Members and Officers of Dronfield Town Council were passed on immediately to the relevant highways department of Derbyshire County Council.
