MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL

HELD AT GOSFORTH LODGE, CLIFFE PARK, DRONFIELD ON

MONDAY 6th DECEMBER 2004 AT 7.30 pm

Apologies

That apologies be received and accepted from Councillors N Foster (business), F Higgins (holiday) and E Hodd (illness) for the reasons stated.

 

Youth Matters

Councillor Sorrill presented a verbal report regarding progress on the skate park project,. He said he had met several youth groups to ascertain their wishes and ideas. From initial consultations it would appear that local groups would favour a central location, and the area of land under the flyover was suggested as a possible venue, although ownership issues would need to be resolved as North East Derbyshire District Council and Trent Severn Water own the land. Such a widened development would cost in the region of £150,000 and only 50% matched funding may be possible.

That this matter and report be placed on the next agenda of the Properties Working Group for further discussion.

 

Police Matters

  1. Members considered the notes and questions raised at a recent Police/Parish evening, together with a list of local section police inspectors for information.
    1. RESOLVED

    That the information be received and noted.

  2. Members also considered a revised format of crime statistics supplied by PC Dave Crooks who was in attendance. Members expressed concern about the speed of vehicles along Eckington Road at Coal Aston in the 40 mph limit zone. PC Crooks said he would investigate and report to a future meeting.

Members agreed that the revised format of crime statistics, which showed not only numbers of crimes, but also detection rates, was most helpful.

  2. That the matter of alleged excessive speeds of vehicles on Eckington Road be submitted to the next meeting of the Road Safety Working Group.

 

Minutes of the Meeting of Dronfield Town Council held on 1st November 2004

Members considered the Minutes of the meeting of Dronfield Town Council held on Monday, 1st November 2004. (Pages 58 – 66)

  1. RESOLVED

That the Minutes and Appendices be received and accepted as a true record of events and that the Town Mayor be duly authorised to sign them as such.

 

Planning Matters

  1. Planning Applications (Appendix 1)

Prior to this item being considered, Councillors T Furniss and S Temple withdrew from the meeting because they both sit on the Planning Committee of North East Derbyshire District Council. Councillor C A Gill also left the meeting due to a personal interest in one item under consideration.

Members then considered a schedule of applications submitted by North East Derbyshire District Council for comment.

  1. RESOLVED

That application 04/01341/TPO for the felling of a sycamore tree in the conservation area of Fanshaw Bank be strenuously objected to unless evidence is produced that the tree in question is either dangerous or diseased.

Councillors Furniss, Gill and Mrs Temple rejoined the meeting.

In answer to a question, the Town Clerk informed the meeting that Dronfield Town Council had resolved that in order to meet legislation and current advice, Members of Dronfield Town Council who sat on the Planning Committee of North East Derbyshire District Council should not take part in discussions or vote thereon.

Members considered a schedule of planning decisions supplied by North East Derbyshire District Council.

That this report be received and noted.

  1. Planning Appeal

Members were informed of a planning appeal by Brent Hudson in respect of 1b Salisbury Road and an informal hearing to determine an appeal by Pople Landscapes.

That this information be received and noted and that the Council’s views be reiterated to the Planning Inspectorate.

 

Code of Conduct

Members had been reminded that they must register any changes to their Declaration of Interest pursuant to a Minute of this Council dated 4th March 2002.

 

Town Clerk’s Report

Members considered reports on the following projects and ongoing tasks.

  1. Outside Services.
  2. Stonelow Pavilions.
  3. Tree Preservation Order No 240.
  4. Civic Service 2005.
  5. Road Traffic Regulations.
  6. Derby and Derbyshire Local Plan.
  7. Change of date for January 2005 meeting.

    1. RESOLVED

  1. That these reports be received and noted.
  2. That the Civic Service 2005 be held on Sunday, 26th June 2005.
  3. That the date of the January 2005 meeting of Dronfield Town Council be changed from Monday, 10th January to Tuesday, 4th January 2005.

Working Groups of the Town Council

  1. Properties Working Group

Members considered the notes of the Properties Working Group held on 1st November 2004, in which they received updates and progress reports of several projects and also considered the Buildings Audit Survey carried out as part of the Heart of Dronfield Initiative.

  1. That these notes be received, noted and accepted.
  2. That the priorities outlined in the report be agreed and that Groundwork Creswell be notified accordingly.
    1. Grant Award Working Group

Members considered notes and recommendations of the Grants Award Working Group held on Friday, 12th November 2004.

    1. RESOLVED

  1. That this report be received, noted and accepted.
  2. That the following grants be awarded to the following organisations under the auspices of Section 137 of the Local Government Act 1972.
    1. That Dronfield and District Visually Impaired Group be awarded £100.00.
    2. That Chesterfield Mobility be awarded £250.00.
    3. That Mencap be awarded £100.
    4. That the Pioneer over 60’s be awarded £250.00
    5. That Victim Support be awarded £300.00.
    6. That Chesterfield Samaritans be awarded £150.00.
    7. That St Andrews over 60’s be awarded £75.00
    8. That the Winged Fellowship be awarded £150.00
    9. That Gosforth Lodge Tuesday Club be awarded £75.00.
    10. That Dronfield Horticultural Society be awarded £100.00.

 

Schedule of Payments

Members considered a schedule of payments for the month of October 2004 drawn on this Council’s No 1 account in the amount of £44,012.47.

    2. That the schedule of payments for the month of October 2004 in the amount of £44,012.47 be received, noted and approved.

       

      Schedule of Receipts

      Members considered a schedule of receipts for the month of October 2004 paid into the Council’s No 2 account in the amount of £351,648.89.

That the schedule of receipts for October 2004 in the amount of £351,648.89 be received, noted and approved.

 

Public Forum

Mr Hardcastle had expressed some concern regarding the manner in which his comments had been received at the last meeting of this Council. He had stated that free speech was important, and that he had a right to be heard.
