MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL HELD ON MONDAY 5th JULY 2004 AT 7.30 pm AT GOSFORTH LODGE, CLIFFE PARK, CALLYWHITE LANE, DRONFIELD

Youth Matters No items raised.
Police Matters PC Dave Andrews attended for this item and had submitted the latest crime statistics for Members’ information. It was noted that overall crime figures were down again when compared to last year, except ‘thefts of motor vehicles’ that had increased slightly. It was reported that a new neighbourhood watch scheme had recently been set up in the Princess Road area, and the possibility of extending the 20 mph town centre zone to include this area was mooted. PC Andrews responded that this was a matter for Dronfield Town Council to request with Derbyshire County Council, and it was agreed that Dronfield Town Council’s Road Safety Working Group would investigate and report to a future meeting of Council. PC Andrews stated that Green Lane could be a major traffic problem in September, and that the school had been consulted. One area of concern was the number of parking problems caused by parents ‘dropping off’ their children in Green Lane. The problem of large vans parking on Curzon Avenue restricting sight lines when turning out of Curzon Avenue was brought to the attention of PC Andrews. The road has no parking restrictions at this point, and the local County Councillor for the area reported that this matter had been considered previously and had been designated a police matter. That this report be received and noted.
Council Minutes – 7th June 2004 Members considered the Minutes of the meeting of Dronfield Town Council held on 7th June 2004 (pages 7 – 20). That the Minutes of the meeting of Dronfield Town Council held on Monday, 7th June 2004 (pages 7 – 20) be received and accepted as a true record of events, and that the Town Mayor be duly authorised to sign them as such.
Planning Matters
Councillor M Wing declared a personal interest in planning application 04/00594/FL and left the meeting at this point so did not speak or vote on that application. Councillor Wing rejoined the meeting.
Application 04/00476 – Change of use of land to the keeping of horses and erection of bock of three stables and store and allocated hardstanding at plot 3 (amended plans).
That Dronfield Town Council reiterates its previous objections to both applications and request North East Derbyshire District Council to convene a site visit before any decision is taken concerning these two applications.
Members considered a schedule of planning decisions submitted for information by North East Derbyshire District Council.
That the schedule of planning decisions be received and noted.
Members were informed of a planning appeal by Mr & Mrs R J Young of 23 Holmley Bank, Dronfield S18 2HP against refusal of planning in respect of extension to the front and rear of the existing garage.
That Dronfield Town Council’s initial objections to the application be conveyed to the Planning Inspectorate.
Members were informed that correspondence had been received from the Planning Inspectorate advising that the appeal in respect of land at the Akademy, Callywhite Lane, Dronfield had been allowed, the enforcement notice quashed and planning permission granted in the terms set out in the Formal Decision.
That the correspondence be received and noted.
Model Code of Conduct Members were reminded that they must register any changes to their Declaration of Interest, details of which were given in the NALC leaflet contained at agenda item 14 of the Town Council agenda for the meeting held on 4th March 2002.
Town Clerk’s Report Members considered reports on progress of works and projects.
Members were informed of ongoing tasks being performed by staff of Dronfield Town Council including hanging baskets, strimming of footpaths and preparations for the Dronfield in Bloom judging.

Members were informed of the progress of the renovation works taking place at Stonelow Pavilion.
That the information be received and noted.
Members were informed of correspondence and liaison with the school concerning this Council undertaking the bookings, lettings, invoicing and banking of receipts of these four facilities.
The Town Mayor gave a brief overview of this Council’s Civic Party’s trip to Sindelfingen in June 2004 for the annual Strassenfest. He reported that the party were met with the usual cordial hospitality and made to feel most welcome. The Town Twinning Federation and the Dronfield Town Band had also attended and both groups were excellent ambassadors for the town and had been very well received by local residents and visitors alike.
Members had been furnished with a copy of this year’s Best Value Performance Plan for information. It was reported that a meeting of the Best Value Working Group would convene shortly to consider the format of the Best Value Performance Plan and also to consider the implications of Dronfield Town Council achieving Quality Council Status.
Members considered correspondence from Derbyshire County Council asking for views and comments of proposals to prohibit HGV’s in the north of Derbyshire which included parts of Dronfield. It was considered that some of the proposals which would ban HGV’s from accessing the Dronfield area to the north of Sheffield Road from the B6054 (Holmesfield Road) could have a detrimental effect on businesses located in the Callywhite Lane area, as the proposals would allow access into the proposed zone but not through the proposed EWR zone.

Courses and Conferences Members were advised of a summer seminar for Clerks and Councillors from local or national bodies concerned about the future of Council Governance in England and Wales.

Schedule of Payments Members considered a schedule of payments for the month of May 2004 in the amount of £67,687.75 drawn on the Council’s No 1 Account. That the schedule of payments for the month of May 2004 in the amount of £67,687.75 be received, accepted and approved.
