MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL HELD AT 7.30 pm ON MONDAY 5th JANUARY 2003 IN THE COUNCIL CHAMBER, DRONFIELD CIVIC HALL, DRONFIELD

RESOLVED That apologies for non-attendance be received and noted from Councillors M Brader (other business) and M Emmens (other business).

PC Meggett attended for this item and had supplied Members with a schedule of crime statistics for the month of December 2003 with comparative figures for December 2002. PC Meggett further stated that she would investigate and follow up the Council’s continuing request for crime statistics on a ward by ward basis for the whole of the North East Derbyshire district, but informed Members that there had been problems with the Force’s database. RESOLVED That the information be received and noted.
Members considered the Minutes of the meeting of Dronfield Town Council held on Monday, 1st December 2003. RESOLVED That the Minutes of the Ordinary Meeting of Dronfield Town Council held on Monday, 1st December 2003 be received, noted and approved as a true record of events and that the Town Mayor be duly authorised to sign them as such.

Members considered a schedule of planning applications supplied by North East Derbyshire District council for comment and views.
RESOLVED That this Council expresses its concerns regarding access and egress to the site. RESOLVED That North East Derbyshire District Council Planning Committee be requested to convene a site visit to this location prior to reaching a decision. RESOLVED That Dronfield Town Council strenuously objects to this application due to the size and scope of the development. Members recalled that this property had already been extended recently and any further proposals would have serious implications for neighbouring properties.
Members considered a schedule of planning consents and refusals supplied by North East Derbyshire District Council for information.
RESOLVED That the schedule be received and noted.
Members considered a report of the Planning Inspectorate stating the reasons for dismissing a Planning Appeal for a proposed bungalow at Crabtree Lodge on Dyche Lane. RESOLVED That the report be received and noted.
Members considered a report of the Town Clerk regarding the following projects.
It was also verbally reported that the project being undertaken by Groundwork Creswell on behalf of Dronfield Town Council at Callywhite Lane to Mill Lane was nearing completion and that the footpaths and access, together with replaced fencing had resulted in a vast improvement to the local environment. RESOLVED
The Town Council’s representative on the Peel Centre Management Committee reported that they had been successful in obtaining a grant from the Lotteries Commission to the value of over £34,000 for improvements and for creating better access for people with disabilities at the Peel Centre. RESOLVED That the report be received and noted.
Members considered the notes of the Best Value Working Group held on 10th December 2003, which had considered the Best Value Review Panel’s report on the Council’s Grants Awards procedures. RESOLVED That the notes be received and noted. Members considered a report of the Properties Working Group held on 15th December 2003 when they had considered progress in Cliffe Park, Stonelow Pavilions together with Town Council property and assets. RESOLVED Members considered the notes of the Budget Working Group held on 15th December 2003, which set out the current year’s budget and proposals for the setting of a budget for 2004/2005. RESOLVED That the notes be received and noted.
Members considered requests from two applicants for grant aid.
Before the request from 7th Dronfield Scouts was considered, Councillor Simon Temple declared a non-pecuniary interest in this item and left the meeting whilst it was being discussed. RESOLVED That 7th Dronfield Scouts be awarded a grant of £100 under S.137 of the Local Government Act 1972. Before the request of Dronfield Junior School was considered, Councillor Mrs Wendy Temple declared a non-pecuniary interest in this matter and left the meeting prior to any discussion. RESOLVED That no grant be awarded to the Dronfield Junior School because it falls outside the remit of S.137 awards in that the school has a statutory funding body, namely Derbyshire County Council.
Members considered a schedule of payments made from the Council’s No 1 account for the month of November 2003 in the sum of £46,274.95. RESOLVED That the schedule of payments for the month of November 2003 in the sum of £46,274.95 be received, accepted and approved.
Members considered a schedule of receipts for the month of November 2003 and paid into the Council’s No 2 account in the sum of £21,535.26. RESOLVED That the schedule of receipts for the month of November 2003 in the sum of £21,535.26 be accepted, noted and approved.
Mr Jock Keay wished all present a peaceful and prosperous New Year and requested the Council to continue its efforts in making Dronfield a place to be proud of and live in. |
