MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL HELD IN THE COUNCIL CHAMBER, DRONFIELD CIVIC HALL, DRONFIELD ON MONDAY 1ST DECEMBER 2003 AT 7.30 pm

Mr Corbett of Victoria Street, Dronfield drew the Council's attention to an amended application for the erection of a bungalow adjacent to his property. He expressed concern that the proposed building will add to the road safety problems along this stretch of highway due to dangerous access and egress from the site. He also maintained that the proposal encroaches upon his right of way. Members were appraised that this Council had written to North East Derbyshire District Council objecting to the initial application and members would consider this amendment later in the meeting.
RESOLVED That apologies be received, noted and accepted from the undermentioned member for the reason stated. Councillor N R Foster (Other Business)
The Chair of Dronfield School Governor gave a brief report following the OFSTED inspection of the school. The OFSTED report stated that Dronfield School was achieving examination results well above the national average, that the teaching was good and the pupils were praised for their good behaviour. All in all, the report concluded that this was a good school offering value for money in its approach to training and education. RESOLVED That the report be received, noted and accepted.
PC Meggitt attended for this item and had supplied information and statistics for the past month for the Dronfield area and also for the whole of North East Derbyshire.
There has been a reduction in most crimes when compared to last year and PC Meggitt explained that this could be the result of certain initiatives such as the new ‘over-lapping’ shift patterns now in force. She informed members that five culprits involved in anti social incidents at Cliffe Park had been apprehended and dealt with. She warned resident’s about leaving high value goods on view in their cars and stated that most of this type of crime was on the increase at this time of year and was usually committed ‘on the spur of the moment’ due to the opportunities presenting themselves. Members considered the Minutes of the meeting of Dronfield Town Council held on 3rd November 2003. RESOLVED That the Minutes of the meeting held on 3 November be accepted and received as a true record of events and that the Town Mayor be authorised to sign them as such.

Members considered a schedule of planning applications submitted by North East Derbyshire District Council for this Council’s consideration and comments prior to the Planning Committee of North East Derbyshire District Council reaching a decision on them. RESOLVED
RESOLVED That due to the size and scope of the development, further details be sought from North East Derbyshire District Council.
RESOLVED That this application be strenuously objected to because it would cause visual intrusion for residents living in the opposite valley side, that it is situated close by an open space where scouts and youth groups regularly meet. That no evidence has been provided by the applicant to state that mast sharing has been investigated and that there is still a public perception that these installations could present a health hazard to residents and children living nearby. RESOLVED That this Council express its concern regarding this application which could lead to a traffic hazard on Southfield Drive when vehicles enter and leave the proposed car park. RESOLVED That due to the size and scope of the proposals, that concern be expressed about changes to the current street scene and whether this development would be out of character with the current street scene.
Members considered a schedule of planning decisions provided by North East Derbyshire District Council. RESOLVED That the schedule be received and noted. Members considered correspondence from the Planning Inspectorate dismissing an appeal for the proposed erection of a 15m high monopole mast and associated ancillary equipment at Barnes Farm, Barnes Lane Dronfield Woodhouse. RESOLVED That the correspondence be received, noted and approved.
Members considered reports on various matters and projects currently being undertaken by the Council.
Members considered a progress report on the renovations to the changing rooms and toilet, improvements to floodlighting and CCTV equipment. RESOLVED That this report be received, noted and approved.
Members considered a report detailing the progress on the exchange of land between Dronfield Town Council and North East Derbyshire District Council which should be completed by the end of December 2003. The floodlighting and CCTV initiatives which will offer greater safety and security for users and to deter damage and vandalism at this location. RESOLVED That these reports be received, noted and approved.
Members considered a brief report informing that bookings etc were exceeding budgetary proposals and that some alterations to the sophisticated sound system will result in less problems for users of the facilities. RESOLVED That these reports be received, noted and approved. Members considered correspondence from Mr Harry Barnes MP in response to the Council’s concerns over fireworks in the Town. RESOLVED That these reports be received, noted and approved. Members considered the Audit Commission’s Audit report of the Council’s Best Value Performance Plan 2003/2004 in which an unqualified auditors statutory report was given and a report containing 6 minor recommendations concerning Best Value Compliance and Performance Indications. RESOLVED
Members were informed that the Audit Commission has notified the Council that the statutory audit of the Council’s accounts for year ending 31 March 2003 will take place on Monday 8 December 2003 and that the statutory notices informing electors had been posted. RESOLVED That these reports be received, noted and approved.
Members were informed that an UNQUALIFIED opinion has been given concerning the accounts for the past three years. RESOLVED That the unqualified opinion of the Audit Commission concerning Final Accounts for years ending 31 March 2000, 31 March 2001 and 31 March 2002 be received, noted and accepted. Members considered a request from the RSPCA to hold a dog show in Cliffe Park on 9 May 2004. RESOLVED That the RSPCA be granted permission to use Cliffe Park for the purpose of holding a dog show on 9 May 2004 but that no refreshment or ice cream vendors be invited to attend the function offering their goods for sale. Members considered a letter from North East Derbyshire District Council requesting the free use of Cliffe Park for the Annual Gala and Fair to be held on 11 July 2004. RESOLVED That North East Derbyshire District Council be granted permission to use Cliffe Park to hold the Annual Gala on 11 July 2004 and to use the park for the usual fair preceding the Annual Gala. Members considered a report detailing a proposal from East Midlands In Bloom committee to hold next year’s presentations in Dronfield, which would involve use of the Civic Hall and all its facilities, up to 180 delegates from all areas of the East Midlands usually attend this event. RESOLVED

Members considered a letter from Derbyshire County Council requesting nominations for local environmental activities which merit celebration and community recognition. RESOLVED That the correspondence be received and noted.
Members considered a schedule of payments drawn on the Council’s No 1 current account for the month of October 2003 in the amount of £75,272.73 RESOLVED That the schedule of payments for October 2003 in the amount of £75,272.73 be received, noted and approved.

Mr Jock Keay’s wished to thank this Council and Mr Harry Barnes for their initiatives regarding the fireworks nuisance and stated that many elderly residents will welcome any legislation that will lead to improving the situation. The Town Mayor closed the meeting at 8.55pm.
