MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL HELD AT GOSFORTH LODGE, CLIFFE PARK, CALLYWHITE LANE, DRONFIELD ON MONDAY 3rd NOVEMBER 2003 AT 7.30 pm

  4. RESOLVED That apologies be received and accepted from the undermentioned members for the reason stated.

  7. Police Matters

    1. Members were informed that the Policing Plan for Derbyshire 2003/04 was available should any member wish to read or inspect it.

    4. Inspector Mark Pickard and PC Dave Crook attended for this item.

      The notes of the Properties Working Group held on 22 October 2003 were brought to the attention of the police whereby it was reported hat several instances of vandalism, damage, under age drinking and anti-social behaviour had taken place in Cliffe Park and Stonelow Playing Fields.

      The Council’s actions in improving the floodlighting and installation of additional CCTV cameras which recorded 24/7 was reported to the police.

      Members reported that there was a perception that the police seem loath to take action against culprits who could be identified by CCTV.

      Inspector Pickard responded that he had implemented new shift patterns and he was not willing to accept a view that residents are scared of reporting incidents for fear of reprisals by 14-16 year old youths. He has issued instructions to all his officers to operate a zero tolerance process in dealing with gangs of young people intent on causing damage.

      He further reported that he hoped to have a dedicated beat constable appointed for Dronfield by April 2004. PC Stuart Hind had drawn up a problem solving package that would offer highly visual patrols, video cars etc to not only catch the vandals but to deter them before damage is done.

      He welcomed the Council’s comments and also the revised procedures outlined by the Town Clerk for the reporting and recording of incidents in Cliffe Park.

    5. Other points raised by Members:-

    1. Bonfires and fireworks nuisance that can cause damage and annoyance by being set off late at night.
    2. Hilltop Road, indiscriminate parking adjacent to the public house.

Inspector Pickard responded that current legislation is being amended to deal with the firework problem and he welcomes this new initative.

Regarding parking problem, he stated he would wish his officers to prioritise their efforts in catching vandals and those people causing criminal damage.

Members reported that older people were being "press-ganged" by youngsters asking them to purchase alcoholic drinks at Pentland Road shops.

    1. That Inspector Pickard and PC Crook be thanked for their attendance and for their co-operation in helping to keep Dronfield a safe and secure environment in which to work and live.

  2. Members considered the Minutes of the meeting of Dronfield Town Council held on 6th October 2003.

    RESOLVED That the Minutes of the meeting held on 6th October be accepted and received as a true record of events and that the Town Mayor be authorised to sign them as such.

  3. Matters Arising
  4. With reference to Minute 92 (page 63) it was reported that Post Office Counters Ltd had now determined that Coal Aston Post Office will close on 6 December 2003.

  5. Model Code of Conduct
  6. No changes to previous declarations notified.

  7. Planning Matters

    1. Planning Applications (Appendix 1)
    2. Members considered a schedule of planning applications submitted by North East Derbyshire District Council for this Council’s consideration and comments.

      Prior to any item being considered, Councillor M Emmens declared a personal and non-pecuniary interest in item 10 on the schedule (new vehicular access to his property) and left the meeting at this point so did not therefore speak or vote on the matter.

      Reference 03/01072/FL The construction of a bungalow at land to the east of Holly Tree Cottage, accessed from Shaw Street (Revised Scheme/Conservation Area) (Amended Plans) at 2-4 Dyche Lane.

      RESOLVED That North East Derbyshire District Council be requested to convene a site visit of members of the Planning Committee to inspect the application prior to any decision being taken.

       

       

      Reference 03/01225/FL Structure to house shade tolerant plants at New leaf Nursery, Dyche Lane.

      RESOLVED That Dronfield Town Council strenuously object on the grounds that such development would lead to over commercialisation within this very narrow stretch of green belt land.

       

       

       

      Reference 03/01301/CA Demolition of outbuildings (Conservation Area) (Affecting Setting of a Listed Building) at 40 Drury Lane

       

      RESOLVED That North East Derbyshire District Council be requested to convene a site visit by Members of the Planning Committee to inspect the site prior to any decision being taken.

    3. Planning Decisions
    4. Members considered a schedule of planning decisions provided by North East Derbyshire District Council.

      RESOLVED That the schedule be received and noted.

    5. Appeal Decision
    6. Members considered correspondence relating to 92 Carr Lane, Dronfield Woodhouse against item 4 on the planning permission for a detached garage. Item 4 states that there shall be no gates within 5m of the highway and any such gates shall open inwards only.

      RESOLVED That the correspondence be received and noted.

    7. The NED (No 226) Tree Preservation Order 2003

Members considered correspondence informing them of the above Tree Preservation Order.

Members considered a report of the Town Clerk on the following matters.

Members considered correspondence and an explanation from Victims Support Group concerning their recent application.

RESOLVED

  1. That the correspondence be received and noted.
  2. That Victims Support Group (Chesterfield) be awarded a grant of £100.00 under Section 137 of the Local Government Act 1972.

 

  1. Working Groups of the Town Council

Members considered the notes of the Properties Working Group held on 22 October 2003.

 

RESOLVED

  1. That the notes be received and accepted.
  2. That a letter expressing the Council’s appreciation be sent to Mr Don Shepherd and Mr Ricky Fouracres of the Outside Services staff for their hard work and commitment during the foreman’s absence through illness.
  3. That no action be taken concerning the implementation of private prosecutions to offenders caught damaging the Council’s property following reassurances given by local police earlier in this meeting.

  2. RESOLVED That the schedule of courses and conferences be received and noted.

     

  3. Free Tree Scheme
  4. Members considered correspondence from North East Derbyshire District Council and East Derbyshire Woodland Project offering tree or hedgerow species to applicants access the District. (anymore required)

  6. Members considered correspondence from DALC concerning representation on the Executive Committee from November 2003 – 2007.

  7. Schedule of Payments
  8. Members considered a schedule of payments drawn on the Council’s No 1 current account for the month of September 2003 in the amount of £64,222.82.

    RESOLVED that the schedule of payments for September 2003 in the amount of £64,222.82 be received, noted and approved.

  10. Members considered a schedule of receipts paid into the Council’s No 2 deposit account for the month of September 2003 in the amount of £17,695.81.

  11. Public Forum

Mr Les Mills of Netherfield Crescent raised the problem of nuisance caused by large exploding fireworks and said he had written to Mr Harry Barnes MP concerning this matter.

It was reported that legislation is being considered by Central Government, which will seek to ban ‘large industrial type' fireworks from sale to the general public and raise the age limit of purchasing fireworks to 18 years old.

Members agreed unanimously that a letter be sent to Mr Harry Barnes MP offering this Council’s support in his endeavours to affect a change in legislation which will address the situation.
