MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL

HELD IN THE COUNCIL CHAMBER OF DRONFIELD CIVIC HALL

ON MONDAY 7th APRIL 2003 AT 7.30 pm

Present

Councillors G Baxter : D Cheetham (Town Mayor) : M Emmens : N R Foster : T Furniss : Mrs K Marr : W I Pryce : Mrs C A Smith : J Williams : M Wing.

 

Prior to the meeting, Mr Jim Barden of GRASP (Gosforth Residents Against Supermarket Plans), presented a cheque to the value of £1,015.80 to the Town Mayor towards his Charity Appeal.

Mr Barden explained that GRASP had been formed to fight supermarket proposals for a site in Gosforth Valley and they had collected monies from residents to create a fighting fund for legal matters if it became necessary. In the event, the proposed supermarket did not proceed at that location and it was felt that the fighting fund residual cash should be channelled back into the community via the Mayor’s Charity Appeal.

The Town Mayor thanked Mr Barden and GRASP for the substantial donation and assured them that the money would be put to good use in supporting and helping local community groups.

  4. RESOLVED That apologies be received and accepted from Councillors M Brader : Mrs P England : Mrs M Foster : J Gilbert : F Higgins : Mrs M Taylor and Mrs W Temple.

  7. Police Matters
  8. PC Dave Crooks had sent his apologies stating that he could not be present. He had submitted the usual comparative crime figures for the month of March 2003 with figures for March 2003 (Appendix 1)

    RESOLVED That the report be received and noted.

  9. Council Minutes
  10. Members considered the Minutes of the meeting of Dronfield Town Council held on Monday, 3rd March 2003 (Pages 114 – 125).

    RESOLVED That the Minutes be accepted as a true record of events and that the Town Mayor be duly authorised to sign them as such.

     

  11. Matters Arising
  12. None.

     

  13. Planning Matters

Members considered a schedule of planning applications submitted by North East Derbyshire District Council and forwarded to this Council for comment as part of the consultation procedure.

RESOLVED

  1. Planning Applications (Appendix 2)
  2. That application NED 00245/FL for the erection of two 8-metre high flagpoles (Conservation Area/Listed Building) adjacent to the Peel Centre be objected to because the height of the poles would be incongruous in the conservation area adjacent to Grade II listed buildings.

  3. Planning Decisions

That this Council still has concerns about access and transport problems for certain residents wishing to avail themselves of the proposed Medical Centre at Gosforth Valley.

 

  1. Model Code of Conduct
  2. Members were reminded that they must register any changes to the details in their Declaration of Interest if arising, pursuant to Minute 14 of 4th March 2002.

    No changes were notified.

     

  3. Town Clerk’s Report

Members considered a report of the ongoing progress of projects within the town.

    1. Civic Hall
    2. Attendance at the cinema shows was continuing to improve and a new schedule for the next twelve weeks performances had been compiled following consultation with regular patrons. This schedule had been delivered to every household in Dronfield.

      The kitchen improvements were now in hand and would be completed shortly.

    3. New Gosforth Lodge
    4. It was reported that this new facility is being well used by all members of the community. The internet café was being worked on by the Dronfield School (our community partner in the project) with the fibre optic connections being installed from the school to the lodge. The attendant is liaising with regular youth users to ascertain what they would wish to see included on the computer workstations.

    5. Outside Services

It was reported that litter picking and street sweeping by the Council’s staff was being noticed by residents, and that many complimentary comments were being received about how clean and tidy the town is.

Dronfield Town Council staff will take over the task of emptying the dog control bins and litter bins on Dronfield Town Council owned property from the 1st June 2003. Currently North East Derbyshire District Council on a rechargeable basis performs these tasks.

Some grit bins had been damaged or destroyed by vehicles as a result of collisions. These will be replaced and filled prior to the onset of winter.

RESOLVED That the report be received and noted.

  3. Grant Aid

Members considered a schedule of the following applicants who had requested grant aid under S.137 of the Local Government Act 1972.

Coal Aston Methodist Church

Eckington Youth and Community Centre

Macmillan Cancer Relief

RESOLVED

  1. That none of the applicants be awarded a grant under S.137 of the Local Government Act 1972 due to the organisation not being strictly local and part of national entities.
  2. That all future applicants should fill out the appropriate application form and submit details of their latest balance sheet and accounts prior to consideration.

 

  1. Working Groups of the Town Council
  2. Members considered the notes of the Properties Working Group held on 13th March 2003.

    RESOLVED That with the deletion of No 7, the notes be received and accepted.

     

  3. Strassenfest 2003
  4. Members considered correspondence from the Oberburgermeister of Sindelfingen inviting the Town Mayor and three other Members to attend the annual Strassenfest to be held in Sindelfingen from 19th – 22nd June 2003.

    RESOLVED That the Oberburgermeister be thanked for his invitation and that the matter had been deferred pending local elections to be held on 1st May 2003 and the Annual Meeting of Council to be held on 12th May 2003.

     

  5. Cliffe Park Bowling Club
  6. Members considered a schedule of matches proposed to be played by Cliffe Park Bowling Club at the green in Cliffe Park. The fixtures were for Wednesday and Friday evenings from April to September 2003.

    RESOLVED That Cliffe Park Bowling Club be informed that this Council approve their use of the green on the dates and times in their programme.

     

  7. Schedule of Payments (Appendix 3)
  8. Members considered a schedule of payments in the sum of £43,110.75 (Bought Ledger) and £27,363.33 (Cash Book) payable from the Council’s No 1 current account.

    RESOLVED That the payments in the amount of £43,110.75 (Bought Ledger) and £27,363.33 (Cash Book) be approved for payment from the Council’s No 1 Account.

     

     

  9. Schedule of Receipts (Appendix 4)
  10. Members considered a schedule of receipts in the amount of £59,227.45 paid into the Council’s No 2 Deposit Account.

    RESOLVED That the receipts in the amount of £59,227.45 paid into the Council’s No 2 Deposit Account be noted.

     

  11. Public Forum

Mr Jock Keay said he was disappointed that nobody was able to fly the flag in Dronfield due to the lack of flagpoles. He welcomed the application for two poles at the Peel Centre but wondered if 8 metres was maybe too high at that location.

 

The Town Mayor thanked everyone for their attendance

and closed the meeting at 8.15 pm.
