MINUTES OF THE MEETING OF DRONFIELD TOWN COUNCIL HELD ON MONDAY 3rd DECEMBER 2001 AT 7.30 pm IN THE COUNCIL CHAMBER, CIVIC HALL, DRONFIELD

Councillor N R Foster had submitted his apologies for non-attendance. RESOLVED That Councillor Fosters apologies be received and noted.
Members considered the 25th Annual Report of the Dronfield Division of the Girl Guide Association. RESOLVED That the report be received and noted.
RESOLVED That the Town Clerk be delegated to fill in the questionnaire setting out the Council’s viewpoint.
Members considered the Minutes of Council held on Tuesday, 6th November 2001. RESOLVED That with the amendment that Councillor F Higgins apologies for non-attendance at that meeting, then the Minutes be approved as a true and accurate record of events and that the Town Mayor be authorised to sign them as such.

Members considered the schedule of planning applications submitted by North East Derbyshire District Council. RESOLVED That subject to the following observations the schedule of planning applications be received and noted.
Councillor Mrs C A Smith declared a non-pecuniary interest in this item and did not speak or vote thereon. Members had received a copy of a letter outlining certain details of this application. RESOLVED That North East Derbyshire District Council be requested to send the Planning Enforcement Officer and the Standards Monitoring Officer to inspect this development and take the appropriate action to ensure that the development is built to the plans and conditions imposed.. Members considered the correspondence from a local resident and had agreed in Minute 131(1)(a) to request serious investigations.

Members considered the Town Clerk’s Progress Report on the following matters.

RESOLVED That Derbyshire County Council be notified that the £500 grant under Mark 2 MMA be reimbursed directly to the Dronfield Footpaths and Bridleways Society to enable them to continue their work on the more rural footpaths in the town. Members considered a letter from Derbyshire County Council notifying that a resident had applied for a cultivation licence for a small plot of verge on Chesterfield Road. RESOLVED That no further action be taken until more details can be supplied by Derbyshire County Council. Members considered correspondence from the above thanking the Council for the work and co-operation afforded to them. RESOLVED
Members considered a report from DTLR on the above. RESOLVED That the information be received and noted. Members considered a report on the above stating that details of four projects had been e-mailed to EMDA. RESOLVED
Members considered a schedule of publications and newsletters received and available for inspection at the Town Clerk’s office. RESOLVED That the schedule be received and noted.
Members considered an application from DYNAH (Do You Need a Hand). RESOLVED That the applicant be requested to state whether they operated in Dronfield, and that all applications contain the latest balance sheet showing their financial standing.
Councillor G Baxter reported that he had attended the Area Health NHS Trust meeting in Dronfield. He stated that £10,000 in total is available for local health schemes. A grant of £500/£600 had been recommended for a teenage family planning clinic initiative and other local schemes including Home Start, After Care Cardiac Clinic and Carer’s Assistance. Other schemes would be evaluated in the near future that would offer additional benefits to residents in the greater Dronfield area.
Members considered notes of the following Working Groups of the Town Council.

Members considered the above document, which outlined NEDDC’s proposed Vision and Objectives. RESOLVED That the report be received and noted.
Members considered a draft document, which had been presented to the Minister of State for Local Government and the Regions outlining draft devolution proposals for the English regions. RESOLVED That the document be received and noted.
Members considered a Community Response Plan by Derbyshire County Council in conjunction with the Derbyshire Association of Local Councils. RESOLVED
Members considered correspondence from the National Association of Local Councils and Aon Ltd inviting nominations for the Council and Clerk of the Year Awards. RESOLVED
Members were notified that the above document was available at the Town Clerk’s Office for inspection. RESOLVED That the information be received and noted.
Details on the above strategy document had been received. This had been produced jointly by The Countryside Agency and the National Association of Local Councils and Specialists who know how parish and town councils work on the ground. RESOLVED That the information be received and noted.
Members were informed that the 17th December 2001 had been given as the date for the purposes of publishing the formal notice of audit. This was not the date upon which they proposed to commence the audit. It was the date on which local government electors for the area to which the accounts relate may exercise their rights to examine the accounts for the year ended 31st March 2001. Members were informed that a copy of Phase 1 of the above report was available at the Town Clerk’s office for inspection. Notes of the Steering Group meeting held on 20th September had been circulated. RESOLVED That the information be received and noted.
Correspondence had been received from Derbyshire County Council, which requested nominations for awarding the unsung heroes of environmental care. RESOLVED
Members considered correspondence from NEDDC requesting free use of the Lodge and the MUGA for the 2002 Gala to be held on Sunday 14th July. RESOLVED
Members considered a copy of the consultation paper that set out detailed proposals for putting the "quality" concept into practice. It set out proposals for a model charter covering relations between all parish and town councils and their principal authorities. RESOLVED
Members considered a schedule of payments made on the Town Council’s No 1 Account in the sum of £23,318.77 and the Town Council’s No 1 Account (bought ledger system) in the sum of £16,138.25. RESOLVED That the schedule of payments in the sum of £23,318.77 and £16,138.25 made on the Town Council’s No 1 Account be approved.
Members considered a schedule of receipts for the Month of October 2001 in the sum of £271,399.01. RESOLVED That the schedule of receipts for the month of October 2001 in the sum of £271,399.01 be noted.
Mr Robert Hardcastle raised a concern about access to land adjacent to Halfacre Lane. He gave a brief history of the site and stated that four different individuals now own the land. If stables were built it could cause access problems on the lane. There are two other alternatives to accessing the land and could be used. Members considered this application but it was stated that no alternatives were shown on the application. Callywhite Lane was highlighted and that the proposals to build a new road was being considered. The line of route had not been identified or finalised at this stage of the proposals. Some of the adjacent land is within the green belt. Ms Carol Hurst complained that extra traffic was now using Snape Hill Lane since Holmley Lane was traffic calmed. She opined that the humps in Holmley Lane were too steep causing traffic to divert. It was explained that Derbyshire County Council would monitor adjacent roads to determine any major traffic deviations and that the humps are acceptable if travelling at less than 20 mph – which is the sole intention – to slow traffic down in residential streets. Mr Jock Keay also thought that traffic humps were unsuitable for passengers with disabilities such as arthritis etc.
