    RESOLVED That Councillor Fosters apologies be received and noted.

     

  3. Youth Matters
  4. Members considered the 25th Annual Report of the Dronfield Division of the Girl Guide Association.

    RESOLVED That the report be received and noted.

     

  5. Police Matters

    1. Members considered the North East Derbyshire Community Safety Partnership Crime and Disorder Audit 2001.
    2. RESOLVED That the Town Clerk be delegated to fill in the questionnaire setting out the Council’s viewpoint.

    3. PC Dave Crook had sent his apologies for not appearing, but had submitted a schedule of crime figures for the month of November 2001 with comparisons for November 2000.

  1. Council Minutes
  2. Members considered the Minutes of Council held on Tuesday, 6th November 2001.

    RESOLVED That with the amendment that Councillor F Higgins apologies for non-attendance at that meeting, then the Minutes be approved as a true and accurate record of events and that the Town Mayor be authorised to sign them as such.

  5. Planning Matters

    1. Planning Applications

Members considered the schedule of planning applications submitted by North East Derbyshire District Council.

RESOLVED That subject to the following observations the schedule of planning applications be received and noted.

  1. Reference 01078/FL – Construction of one 4-bedroomed house with attached garage. (Amended Scheme) at Plot 2, land between 217 Holmley Lane and Whitegates, Pighills Lane
  2. Councillor Mrs C A Smith declared a non-pecuniary interest in this item and did not speak or vote thereon.

    Members had received a copy of a letter outlining certain details of this application.

    RESOLVED That North East Derbyshire District Council be requested to send the Planning Enforcement Officer and the Standards Monitoring Officer to inspect this development and take the appropriate action to ensure that the development is built to the plans and conditions imposed..

  3. Reference 01097/FL – Relaxation of condition 2 on Planning Permission NED 99/00246/FL. (Restriction on type and location of the sale of imported goods) to increase range of goods and area from which they may be sold at New Leaf Nursery, Dyche Lane, Coal Aston.

RESOLVED That

  1. Dronfield Town Council formally object to the application on the grounds of over development of this narrow green belt area, possible road traffic hazards at the site, and that this development is now a Garden Centre and not a Nursery.
  2. North East Derbyshire District Council be requested to clarify the difference between a "garden nursery" and a "garden centre" and the different planning regulations that apply.
  3. Over commercialisation of what is still deemed to be a nursery but is rapidly becoming a garden centre which would require additional consents and conditions.
  4. Members expressed concern about the range of goods now being offered for sale at this Nursery.

 

    1. Reference 01099/RM – Approval of Reserved Matters for the construction of a Food Retail Store/Supermarket with associated access servicing car parking and landscaping (Conservation Area/Major Development) at Wreakes Lane, Dronfield.

RESOLVED That

  1. Dronfield Town Council objects again to this development for road safety reasons. The vehicular and pedestrian access will lead to a conflict and could be hazardous.
  2. Dronfield Town Council expresses serious concern about the additional HGV movements in the centre of the conservation area.
  3. Dronfield Town Council Road Safety Working Group at its next meeting consider this matter.

 

    1. Reference 01128/TCN/FL – Erection of a replacement 30m high telecommunications mast and additional fenced compound area and equipment cabins at Birchin Lee Nurseries on Holmesfield Road, Dronfield.

RESOLVED That Dronfield Town Council strenuously objects to this application because :

  1. The site is within the green belt and is considered to be over development.
  2. The development will cause undue visible intrusion to many residents of the town.
  3. There is a perception by residents that these installations could cause a health hazard over the coming year.

 

    1. Reference 01156/FL – Extension to the front and rear of the existing garage at 23 Holmley Bank, Dronfield

RESOLVED That North East Derbyshire District Council be asked to supply further details of this application.

 

    1. Schedule of Planning Decisions
    2. RESOLVED That the schedule of planning decisions be received and noted.

       

    3. Planning Application 01/01078/FL – Pighills Lane, Coal Aston
    4. Members considered the correspondence from a local resident and had agreed in Minute 131(1)(a) to request serious investigations.

       

    5. Submission of details : Land to the rear of Baymark Ltd. Callywhite Lane, Dronfield. Application Code CM4/299/137

Members considered the details regarding the above, and had been fully consulted by Derbyshire County Council, North East Derbyshire District Council and the applicant.

RESOLVED That the information be received and noted.

 

  1. Town Clerk’s Progress Report

Members considered the Town Clerk’s Progress Report on the following matters.

    1. Civic Hall
    2. RESOLVED That the report be received and noted.

    3. Outside Services
    4. RESOLVED That the above report be received and noted.

    5. Footpaths
    6. Members considered a report concerning Mark 2 MMA (minor maintenance agreements).

      RESOLVED That Derbyshire County Council be notified that the £500 grant under Mark 2 MMA be reimbursed directly to the Dronfield Footpaths and Bridleways Society to enable them to continue their work on the more rural footpaths in the town.

    7. Standards Board for England
    8. RESOLVED That the information be received and noted.

    9. Cultivation Licence – Norfolk Lodge, Dronfield
    10. Members considered a letter from Derbyshire County Council notifying that a resident had applied for a cultivation licence for a small plot of verge on Chesterfield Road.

      RESOLVED That no further action be taken until more details can be supplied by Derbyshire County Council.

    11. Dronfield 2000 Rotary Walks Committee

Members considered correspondence from the above thanking the Council for the work and co-operation afforded to them.

RESOLVED

  1. That the correspondence be received and noted.
  2. That the staff concerned be notified of this letter and that Dronfield Town Council expresses its appreciation for the excellent methods of working and commitment.

    1. Model Code of Conduct (Parish Councils)
    2. Members considered a report from DTLR on the above.

      RESOLVED That the information be received and noted.

    3. EMDA (Market Towns Initiative)

Members considered a report on the above stating that details of four projects had been e-mailed to EMDA.

RESOLVED

  1. That the report be received and noted.
  2. That urgent discussion take place with North East Derbyshire District Council concerning Manor House/Library Gardens/War Memorial renovations and renewal and CCTV provision in the Town Centre.
  3. That estimates and quotations be sought for the provision of all four projects.
  4. That the Town Clerk be authorised to complete the application forms and submit them to EMDA before 31st December 2001.

    1. Publications Received

Members considered a schedule of publications and newsletters received and available for inspection at the Town Clerk’s office.

RESOLVED That the schedule be received and noted.

 

  1. Grant Aid
  2. Members considered an application from DYNAH (Do You Need a Hand).

    RESOLVED That the applicant be requested to state whether they operated in Dronfield, and that all applications contain the latest balance sheet showing their financial standing.

     

  3. Reports from Dronfield Town Council Representatives and other information
  4. Councillor G Baxter reported that he had attended the Area Health NHS Trust meeting in Dronfield. He stated that £10,000 in total is available for local health schemes. A grant of £500/£600 had been recommended for a teenage family planning clinic initiative and other local schemes including Home Start, After Care Cardiac Clinic and Carer’s Assistance. Other schemes would be evaluated in the near future that would offer additional benefits to residents in the greater Dronfield area.

     

  5. Working Groups of the Town Council

Members considered notes of the following Working Groups of the Town Council.

    1. Best Value Working Group held on 12th November 2001.
    2. RESOLVED That the notes of the Best Value Working Group held on 12th November 2001 be approved and agreed.

    3. Properties Working Group held on 14th November 2001.
    4. RESOLVED That the notes of the Properties Working Group held on 14th November 2001 be approved and agreed.

    5. Road Safety Working Group held on 16th November 2001.

RESOLVED

  1. That Councillor Jon Williams be delegated to sit on the Road Safety Working Group.
  2. That County Councillor Mrs Janet Hill be invited to sit on the Road Safety Working Group.

 

  1. Corporate Vision and Objectives – North East Derbyshire District Council
  2. Members considered the above document, which outlined NEDDC’s proposed Vision and Objectives.

    RESOLVED That the report be received and noted.

     

  3. Campaign for the English Regions
  4. Members considered a draft document, which had been presented to the Minister of State for Local Government and the Regions outlining draft devolution proposals for the English regions.

    RESOLVED That the document be received and noted.

     

  5. Flood Defence Fair

Members considered a Community Response Plan by Derbyshire County Council in conjunction with the Derbyshire Association of Local Councils.

RESOLVED

  1. That the information be received and noted.
  2. That the Model Community Response Plan prepared in conjunction with DALC be adopted as this Council’s plan and that a copy be sent to Derbyshire County Council.

 

  1. Clerk and Council of the Year

Members considered correspondence from the National Association of Local Councils and Aon Ltd inviting nominations for the Council and Clerk of the Year Awards.

RESOLVED

  1. That Dronfield Town Council be nominated a Council of the Year and that the Town Clerk prepares the submission on behalf of Dronfield Town Council.
  2. That Dronfield Town Council wish to nominate Roy Hunt (Town Clerk of Dronfield) as Clerk of the Year and that a nomination be prepared and sent to NALC by the closing date of 28th February 2002.

  1. Working Together – Effective Partnering between Local Government and Business for Service Delivery
  2. Members were notified that the above document was available at the Town Clerk’s Office for inspection.

    RESOLVED That the information be received and noted.

     

  3. NALC – A National Training Strategy for Parish and Town Councils
  4. Details on the above strategy document had been received. This had been produced jointly by The Countryside Agency and the National Association of Local Councils and Specialists who know how parish and town councils work on the ground.

    RESOLVED That the information be received and noted.

     

  5. Audit of Accounts
  6. Members were informed that the 17th December 2001 had been given as the date for the purposes of publishing the formal notice of audit. This was not the date upon which they proposed to commence the audit. It was the date on which local government electors for the area to which the accounts relate may exercise their rights to examine the accounts for the year ended 31st March 2001.

    RESOLVED That the information be received and noted.

     

  7. Callywhite Lane Area Regeneration Feasibility Study
  8. Members were informed that a copy of Phase 1 of the above report was available at the Town Clerk’s office for inspection. Notes of the Steering Group meeting held on 20th September had been circulated.

    RESOLVED That the information be received and noted.

     

  9. Greenwatch Award Scheme 2002

Correspondence had been received from Derbyshire County Council, which requested nominations for awarding the unsung heroes of environmental care.

RESOLVED

  1. That the correspondence be received and noted.
  2. That if any Member or resident wished to nominate anyone to contact the Town Clerk.

 

  1. Dronfield Gala

Members considered correspondence from NEDDC requesting free use of the Lodge and the MUGA for the 2002 Gala to be held on Sunday 14th July.

RESOLVED

  1. That the information be received and noted.
  2. That NEDDC be granted permission to use Gosforth Lodge, tennis court, Cliffe Park and the MUGA for the Dronfield Gala on 14th July 2002 at no charge.

 

  1. Quality Parish and Town Councils – A Consultation Paper

Members considered a copy of the consultation paper that set out detailed proposals for putting the "quality" concept into practice. It set out proposals for a model charter covering relations between all parish and town councils and their principal authorities.

RESOLVED

  1. That the report be received and noted.
  2. That a Working Group comprising Councillors Baxter, N R Foster, Pryce and Emmens be convened to consider this document and submit a report to a future meeting of full council.

 

  1. Schedule of Payments (Appendix 2)
  2. Members considered a schedule of payments made on the Town Council’s No 1 Account in the sum of £23,318.77 and the Town Council’s No 1 Account (bought ledger system) in the sum of £16,138.25.

    RESOLVED That the schedule of payments in the sum of £23,318.77 and £16,138.25 made on the Town Council’s No 1 Account be approved.

     

  3. Schedule of Receipts (Appendix 3)
  4. Members considered a schedule of receipts for the Month of October 2001 in the sum of £271,399.01.

    RESOLVED That the schedule of receipts for the month of October 2001 in the sum of £271,399.01 be noted.

     

  5. Public Forum

Mr Robert Hardcastle raised a concern about access to land adjacent to Halfacre Lane. He gave a brief history of the site and stated that four different individuals now own the land. If stables were built it could cause access problems on the lane. There are two other alternatives to accessing the land and could be used.

Members considered this application but it was stated that no alternatives were shown on the application.

Callywhite Lane was highlighted and that the proposals to build a new road was being considered. The line of route had not been identified or finalised at this stage of the proposals. Some of the adjacent land is within the green belt.

Ms Carol Hurst complained that extra traffic was now using Snape Hill Lane since Holmley Lane was traffic calmed. She opined that the humps in Holmley Lane were too steep causing traffic to divert.

It was explained that Derbyshire County Council would monitor adjacent roads to determine any major traffic deviations and that the humps are acceptable if travelling at less than 20 mph – which is the sole intention – to slow traffic down in residential streets.

Mr Jock Keay also thought that traffic humps were unsuitable for passengers with disabilities such as arthritis etc.
